TITLE

Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 35863 with The Illumination Foundation, of Orange, CA, for site operations and interim housing services at 1725 Long Beach Boulevard for people experiencing homelessness, to increase the contract amount by $1,300,000, for a revised contract amount not to exceed $7,031,165, and extend the term of the contract  for an additional six month period through February 18, 2024.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 35863 with The Illumination Foundation to continue the site operations and interim housing services for people experiencing homelessness.  The request to increase and extend the contract is imperative to keeping the shelter operational while a new Request for Proposal (RFP) is being drafted for release in October 2023.

 

On February 16, 2021, the City Council awarded a contract to The Illumination Foundation as part of its adoption of RFP HE-21-209 for providing site operations and interim housing services for people experiencing homelessness for a period of one year, with an option to renew for an additional one-year period.

 

The initial contract period began on February 18, 2021, and the option to renew was exercised through the first contract amendment, bringing the contract expiration date to February 18, 2023.  On February 14, 2023, the City Council authorized the City Manager to execute the second contract amendment to extend the contract for an additional six month period through August 18, 2023, and added an additional $1,731,165, bringing the contract total to $5,731,165.

 

Additional time is needed to submit a new RFP for the operations at the shelter as permanent supportive housing.  As such, a contract extension with The Illumination Foundation for an additional six month period, in the amount of up to $1,300,000 is requested to keep the shelter operational while a new RFP is currently being drafted to be released.  Of this $1,300,000, the Health Department has already requested approval from Purchasing for $250,000 under Section 2.85.030 to ensure there is no gap in services.  The not-to-exceed amount of $7,031,165 is inclusive of the $250,000 requested under the Homeless Emergency Ordinance.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani and Budget Analysis Officer Greg Sorensen on September 25, 2023 and bu Purchasing Agent Michelle Wilson on September 18, 2023.

 

EQUITY STATEMENT

 

The City has incorporated the Equity Toolkit and strategies outlined in the Everyone Home Long Beach plan into this recommendation as requested by the City Council by increasing the shelter inventory in Long Beach.  This recommendation will assist people experiencing homelessness in Long Beach who are at increased vulnerability by providing interim housing services in a Housing-First model.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 35863 is requested on October 10, 2023, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action increases the contract authority with The Illumination Foundation by $1,300,000.  The total amount of the contract will not exceed $7,031,165.  Sufficient funding is currently appropriated in the Health Fund Group in the Health and Human Services Department, offset by State of California Homeless Housing and Assistance Program (HHAP) Round 2.  Any indirect costs that might not ultimately be eligible for grant funds will be funded by the Health Operating fund, General fund, or other eligible grant funds.  This recommendation has a minimal impact to staff hours beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for five full-time employees residing in Long Beach.
