TITLE
Recommendation to authorize City Manager to execute Facility Use Permits for Goodwill Industries of Long Beach and Southbay and Catholic Charities to provide services at the Multi-Service Center for the Homeless for a period of three years. (District 1)
DISCUSSION
The Department of Health and Human Services (DHHS) is the lead operator of the Multi-
Service Center for the Homeless (MSC), located at 1301 and 1327 West 12th Street. The
City of Long Beach operates the facilty and provides core services to the homeless,
including case management, outreach, intake, and assessment. Additional services atthe
MSC are provided by several/ocal agencies that occupy offce space at the MSC site. The
agencies must execute Facility Use Permits with the City. The Facility Use Permits are
valid for a period of three years. The DHHS is requesting Facility Use Permits for Goodwill
Industries of Long Beach and South bay to provide job placement assistance for homeless
individuals and for Catholic Charities to provide case management and street outreach.
This matter was reviewed by Senior Deputy City Attorney Donna Gwin on June 23 , 2005
and by Budget Management Officer David Wodynski on July 6 2005.
TIMING CONSIDERATIONS
City Council action is requested on July 19, 2005 to allow the facility use permits to begin
as of July 1 , 2005 and continue through June 30, 2008.
FISCAL IMPACT
There is no cost associated with this request. The Facilty Use Permits are granted at no
charge to the agencies. The agencies at the MSC are funded by the United States
Department of Housing and Urban Development Continuum of Care grants, private funds
and State funding to provide direct services to the City s homeless population. As lead
operator of the MSC, the DHHS is responsible for utilties and facilty costs which are
already budgeted. The MSC provides direct services utiizing a range of other funding
streams.
