TITLE
Recommendation to adopt resolution approving the Traffic Mitigation Program Fifteenth Annual Report (Fiscal Year 2005-06) and making findings relative thereto, and amend the Traffic Mitigation Program to add the following projects:
1. Downtown Traffic Management. Improve traffic operations and enhance vehicular and pedestrian safety through modernization of traffic signals, installation of countdown pedestrian indications, and the installation of two new traffic signals at Broadway and Lime Avenue and at 4th Street and Chestnut Avenue.
2. Artesia Traffic Signal Synchronization Project. Upgrade the traffic signals along Artesia Boulevard between Harbor Avenue and Downey Avenue to enhance peak period traffic operations and safety.
3. South Street and Paramount Boulevard Traffic Flow and Safety Improvement Project. Upgrade the traffic signal and provide left-turn arrows to improve traffic operations and safety.
4. Atherton Street and Ximeno Avenue Traffic and Parking Improvement Project. Revise lane configurations and upgrade an aging traffic signal to provide signalized dual westbound left-turns with overlaps. Angled parking will also be provided on Atherton Street west of the intersection. (Citywide)
DISCUSSION
The Traffic Mitigation Program Fifteenth Annual Report (Exhibit A of the attached resolution) summarizes the status of implementation of the citywide Traffic Mitigation Program (TMP), and provides detailed information on development, capital improvement, and financial activity related to the program. This report covers the fiscal year ending on September 30,2006.
The TMP is the City's program for implementing the transportation improvements needed to meet increased traffic resulting from economic growth using a combination of public funds, such as gas tax and federal grants, and impact fees from new development. The TMP was designed as the mechanism by which the City could . implement its basic access strategy to support economic growth and maintain mobility.
In Fiscal Year 2006, a total of $1,408,508 in transportation improvement fund fees was collected, with $612,001 in expenditures and reimbursements, leaving a fund balance of $13,749,247. These funds may only be used to provide transportation improvements needed to serve new development.
In FY 2006, the City issued permits for 536 residential units, 53,641 gross square feet of industrial development, and 104,271 gross square feet of commercial development, which will generate an estimated 1,150 evening peak hour trips each weekday.
The attached report is provided in accordance with Traffic Mitigation Program Ordinance No. C-6836 (as amended by Ordinance No C-6848) adopted on December 18, 1990, and Airport Area Assessment District Ordinance No. C-6776 adopted August 28,1990, as well as Long Beach Municipal Code Chapters 18.17.170 and 18.19.180 and California Government Code Sections 66001 and 66006.

TIMING CONSIDERATIONS
City Council action to approve the Traffic Mitigation Program Fifteenth Annual Report and the recommended amendment is requested on June 12,2007.
FISCAL IMPACT
The recommended action would have no fiscal impact, since it would not change TMP revenues or expenditures. These revenues and expenditures are allocated through the City's annual budget process.
