TITLE
Recommendation to approve the City of Long Beach 2005 - 2010 Consolidated Plan and the 2005 - 2006 Action Plan; authorize City Manager to execute and submit all necessary documents related to its implementation to the U.S. Department of Housing and Urban Development; and accept $10,042,143 of new CDBG funds, $5,145,948 of new HOME funds, $128,295 of new ADDI funds, and $384,839 of new ESG funds. (Citywide)
DISCUSSION
The Consolidated Plan is a requirement of the U.S. Department of Housing and Urban
Development (HUD), and must be developed by local governments in order to receive
funding under the following Federal programs: Community Development Block Grant
(CDBG), the HOME Investment Partnerships Program (HOME), Emergency Shelter
Grant (ESG) Program, and the American Dream Downpayment Initiative (ADDI)
Program. The Consolidated Plan is valid for a period of three to five years. The City's
current Consolidated Plan, approved by the City Council on August 1, 2000, will expire
on September 30,2005.
The Consolidated Plan is a comprehensive planning document that identifies overall
community needs, specifically in the low-income areas of the City. Issues such as
affordable and supportive housing, homeless shelters and services, economic
development, and neighborhood development are discussed. The Plan also details
activities to be undertaken to meet the identified needs. Finally the Plan serves as an
application for entitlement fund allocations for the programs cited above. The attached
2005 - 2010 Consolidated Plan (Attachment "A) describes, in detail, population
statistics, housing and community needs, and proposed programs and services to be
funded during the period of October 1 , 2005 - September 30,2010.
The Action Plan (Attachment "B") describes resources, programs, activities and actions
Long Beach will undertake in fiscal year 2006. It attempts to balance the distribution of
resources to address the various needs identified in the Consolidated Plan. The federal
funding provided to meet these needs is not intended to cover all costs, but to be a
catalyst for other investment.
Development of the Consolidated Plan and Action Plan was accomplished through an
open community process. Staff attended a number of community meetings and made
the draft Plan available to the community through public libraries and the City's website.
To solicit community comments a joint public hearing was conducted on June 15, 2005
with the Community Development Advisory Commission, Long Beach Housing
Development Company, Homeless Services Advisory Committee, and the City of Long
Beach Board of Health. At the conclusion of the public hearing there was a unanimous
recommendation that the City Council approve the 2005 - 2010 Consolidated Plan and
the 2005 - 2006 Action Plan.
This item was reviewed by Senior Deputy City Attorney Donna Gwin on June 22, 2005
and Budget Management Officer David Wodynski on June 30,2005.
TIMING CONSIDERATIONS
City Council action is requested on July 12, 2005 as the Action Plan must be submitted
to HUD no later than August 15, 2004, forty-five days prior to the beginning of the new
fiscal year.
FISCAL IMPACT
The City will receive $15,701,225 in new federal grants, which are used to provide a
number of important programs and services to Long Beach Residents. These funds will
be budgeted in the Community Development Grants Fund (SR 150) in the Department of
Community Development (CD) as part of the fiscal year 2006 Budget. There is no
impact to the General Fund.
