TITLE
Recommendation to adopt Specifications No. RFP PW21-105 and award a contract to Pacific Advanced Civil Engineering, Inc., of Fountain Valley, CA, for engineering consulting services on the Long Beach Flood Control Resiliency Improvement for Storm Water Pump Stations and Storm Drain Projects, in a total amount not to exceed $1,941,150, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments. (Districts 1,2,3,4,5,6,7)
DISCUSSION
City Council approval is requested to enter into a contract with Pacific Advanced Civil Engineering (PACE), Inc., of Fountain Valley, CA, to provide consultant design services for the Long Beach Flood Control Resiliency Improvement for Storm Water Pump Stations and Storm Drain Projects (Project).
As a result of the 2017 Winter storms, the City of Long Beach (City) received a high volume of issue-related calls concerning flooding throughout Long Beach. The storm event impacted various residential and business areas, impeded traffic flow on the I-710 freeway, and caused significant property damage and economic impacts to businesses in the city. In response, the City applied and was approved for a Federal Grant funded by the Economic Development Agency (EDA) to complete this Project, which includes seven pump station and seven storm drain projects located in critical flood areas throughout the city (Attachment A - Vicinity Map). The Project will ensure the preservation of neighborhoods and businesses in Long Beach.
The Request for Proposals (RFP) was advertised in the Long Beach Press-Telegram on May 4, 2022 and May 20, 2022, and 788 potential firms specializing in consultant design services were notified of the RFP opportunity. Of those firms, 38 downloaded the RFP via the City's electronic bid system. The RFP document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. An RFP announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which was sent to 42 local, minority-owned and women-owned business groups. There were two proposals received on July 8, 2022. Of those two proposers, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was certified Small Business Enterprises (SBEs), and none were Long Beach vendors (Local). The selection committee determined that PACE, Inc., of Fountain Valley, CA (SBE), was the most qualified firm to provide the services.
The proposals were evaluated based on the criteria outlined in the RFP, which included a Technical and Fee-Based evaluation of the proposals. The selection committee, comprised of Engineering staff from Public Works, unanimously determined that PACE, Inc. (SBE) best satisfied all of the RFP requirements. PACE has extensive experience working on stormwater and storm drain projects, including many projects with municipalities/public agencies. The City will benefit from PACE’s expertise and experience with drainage, pumping, and conveyance applications.
Local Business Outreach
To align with the City's outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts. The Purchasing Division also assisted businesses with registering on the PlanetBids database to download the RFP specifications. Through outreach, 36 Long Beach vendors were notified to submit proposals, of which 4 downloaded the RFP and none submitted a proposal. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra and Purchasing Agent Michelle Wilson on November 14, 2022, and by Budget Management Officer Nader Kaamoush on November 28, 2022.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFP PW21-105 and award a contract concurrently is requested on December 13, 2022, to ensure the contract is in place expeditiously to meet all grant funding requirements for this project.
FISCAL IMPACT
The total amount of the contract will not exceed $1,941,150 for a period of two years, with the option to renew for three additional one-year periods. The total cost of the design phase of the project is currently estimated at $11,200,000 which includes site surveys, field investigations, documentation of existing switchgear, design of improvements, and geotechnical investigations. The design phase is fully budgeted in the Capital Projects Fund Group in the Public Works Department. The project is funded by $8,960,000 grant funding from the Economic Development Administration and $2,240,000 of Measure A funding to represent the City's twenty (20) percent match to the grant. The total cost of the Long Beach Flood Control Resiliency Improvement for Storm Water Pump Stations and Storm Drain projects is currently unknown. Staff will return to the City Council at a later date as additional funding sources become available for the construction, construction management, labor compliance, and project oversight phases.
This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of this contract will potentially have a positive impact on the local job market.
