April 7 through 9, 2006.  (District 2)
 
DISCUSSION
The Grand Prix Association of Long Beach (Association) has requested the use of certain areas adjacent to the race circuit for general and recreational vehicle parking (Exhibit A) and hospitality areas (Exhibit B) for approximately 300,000 race fans who come to watch this annual event, which will be held April 7 through 9, 2006. The proposed permit grants permission to occupy these areas and it establishes the conditions and fees for their use. This request is consistent with previous requests of the Association, which has conducted the race in Long Beach for 32 years.
 
This year's revocable permit will allow the Association to use the Alamitos Beach parking lot, the northern section of the Shoreline Marina parking lot, and the western end of Shoreline Drive, including center median areas for general motor vehicle parking and storage. Hospitality areas will be established in the Rainbow Lagoon Park and Marina Green Park. These are the same areas granted under the permit last year.
 
Health and Human Services and Fire Department personnel will be present during all days of the Long Beach Grand Prix and will perform continual inspections of the permitted areas.
 
This letter was reviewed by Deputy City Attorney Richard Anthony on March 14, 2006, and Budget Management Officer David Wodynski on March 10, 2006.
 
TIMING CONSIDERATIONS
City Council approval is requested on March 21, 2006, to expedite the issuance of the revocable permit. Construction for the 2006 Toyota Grand Prix of Long Beach began on February 6, 2006.
 
FISCAL IMPACT
Parking charges of $7,200 will be assessed for use of parking areas (Exhibit C) under the revocable permit and will be deposited into the Tidelands Operating Fund (TF). In addition, as provided by the terms and conditions of the Amended and Restated Agreement between the Association and the City, the Association will pay $82,086 for contract permit fees, which will be deposited into the General Fund (GP), and $46,515 to the City's Special Advertising and Promotion Fund (SR 133) for contract administration. These fees were established by the City Council under the provisions of the Amended and Restated Agreement in 1995, and the revenues are included in the Fiscal Year 2006 budget. The City will be reimbursed for all City expenses associated with this event.
