TITLE
Recommendation to approve the Board of Health and Human Services recommendation to reallocate Social Services Grant funds in the amount of $9,289 to the Multi-Service Center for the Homeless and Emergency Shelter Grant Funds in the amount of $33,000 to Catholic Charities. (Citywide)
DISCUSSION
The City Council's adopted policy requires the City's Board of Health and Human Services (Board) to solicit information and make recommendations for projects to be funded through the City's Social Services Grant Program (SSG) and Emergency Shelter Grant Program (ESG). Funds are allocated from both Community Development Block Grant and General Fund monies for the SSGP and ESG for two-year funding cycles.
On August 23, 2005, the Board issued a Request for Proposal for $450,000 in SSG funds and $384,839 in ESG funds. Twenty-nine agencies were approved for funding.
Two agencies have returned funding due to a program closure (Atlantic Recovery Services: $9,289 in SSG funds; and the Institute for Urban Research and Development:
$33,000 in ESG funds).
On June 8, 2007, this matter was heard by the Board and at that time, the Board approved the reallocation of the unused SSG and ESG funds. The Board is recommending that the City Council accept the following funding recommendations:
1. Utilize the returned SSG funds in the amount of $9,289 to fund the following programs at the Multi-Service Center for the Homeless (MSC) for Fiscal Year 2007 only:
(a) homeless eviction prevention project at the MSC, as there is currently no service agency funded to provide financial assistance to prevent an individual/family from becoming homeless; and (b) a pilot project between the Long Beach Police Department (LBPD) South Division and the MSC.
This pilot project has allowed LBPD to place homeless persons/families into a hotel during evening and weekend hours. LBPD would notify the MSC of this placement and an outreach worker would then contact the individual/family the next business day to engage them into services.
2. Transfer the returned ESG funds in the amount of $33,000 to Catholic Charities, the organization taking over operations of the year round shelter previously operated by the Institute for Urban Research and Development, to fund ongoing shelter operations.
This matter was reviewed by Deputy City Attorney Lori Conway on June 6, 2007 and Budget and Performance Management Bureau Manager David Wodynski on June 8, 2007.
TIMING CONSIDERATIONS
City Council action is requested on June 19, 2007, to enable the Department of Health and Human Services to expend funding by the end of the program fiscal year of September 30, 2007 for SSG and September 30, 2008 for ESG.
FISCAL IMPACT
Social Service Grant Funds are budgeted in the Future Capital Projects Subfund (CP 201.003) in the Department of Health and Human Services (HE), which are provided by the General Fund ($200,000), Community Development Block Grants ($200,000) and Emergency Shelter Grant monies ($384,839). There will be no impact to the General Fund.
