TITLE
Recommendation to authorize City Manager or designee to execute all documents necessary to enter into a Cooperative Agreement between the City of Long Beach and the County of Los Angeles in an amount not to exceed $840,000 for Phase I of the City's Bridge Preventive Maintenance Program, including any amendments thereto regarding the term or scope of services, and accept the Categorical Exemption 14-035.  (Citywide)
 
DISCUSSION
The County inspects the City's National Bridge Inventory bridges per an agreement with the California Department of Transportation (CDOT).  Each State is required to perform these inspections as set forth in Title 23, Part 650 of Subpart C of the Code of Federal Regulations, National Bridge Inspection Standards.  The inspections are on a biennial cycle, and the County reports condition findings and ratings to CDOT through the Pontes Bridge Management System.  Bridges included in the inspection inventory are those greater than 20 feet long and carry or cross a public roadway.     
 
There are approximately 250 roadway bridges in the City, of which 103 are owned by the State.  The City is responsible for the operation, maintenance, repair or replacement of the remaining 147 bridges as necessary.  The County has determined that 73 of the City's 147 bridges are in need of repairs and are eligible for a federal transportation funding program known as the Bridge Preventive Maintenance Program (BPMP) administered by the County.  The Public Works Department (PW) is responsible for 57 of these bridges.  The Harbor Department will be responsible for 16 deficient bridges in the Harbor District.  A separate cooperative agreement will be prepared between the County and the Board of Harbor Commissioners for funding the repair of bridges in the Harbor District.
 
The PW project to repair the 57 bridges will be accomplished in two phases.  The proposed Agreement includes 33 bridges for funding and repairing the first phase of the project (see Exhibits A and B).  A second phase project will be considered at a later date for funding the remaining 24 bridges.  This Agreement provides for the County to perform the preliminary engineering and administer the construction contract for the first phase of the project with the City to finance its jurisdictional share of the project cost.  
 
In accordance with the California Environmental Quality Act, Categorical Exemption 14-035 has been issued for the BPMP Phase 1 Project.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on August 27, 2014 and by Budget Management Officer Victoria Bell on September 10, 2014.  
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 23, 2014, to allow timely execution of the Agreement.
 
FISCAL IMPACT
The total cost of the first phase is estimated at $6,930,000, with the City's share estimated at $840,000, and the remaining balance to be funded by the federal BPMP administered by the County.  Under the terms of the proposed Agreement, the City will finance its share by depositing $840,000 in cash with the County, after the County has executed the Agreement.
 
In addition to the $840,000 for the City's share of the Agreement, approximately $132,500 will be expended for engineering plan check, construction support and contingency, for a total City cost of $972,500.Sufficient funds for this Agreement are appropriated in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW).  Approval of this recommendation will provide continued support to the local economy.
