TITLE
Recommendation to adopt Plans and Specifications No. R-7093 for the intersection improvement of Redondo Avenue and Anaheim Street; award a contract to Palp., Inc., dba Excel Paving Company, of Long Beach, CA, in the amount of $339,856, and authorize a 15 percent contingency in the amount of $50,979, for a total contract amount not to exceed $390,835; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments; and
Accept Categorical Exemption No. CE-17-232. (District 4)
DISCUSSION
City Council approval is requested to enter into a contract with Palp., Inc., dba Excel Paving Company, for the construction of the Redondo Avenue and Anaheim Street Intersection Improvement Project (Redondo Project).
On January 8, 2013, the City Council authorized the City Manager to apply for grant funding for eligible projects covered under the 2013 Call for Projects by the Los Angeles County Metropolitan Transportation Authority (Metro). The City was subsequently informed that a grant would be awarded to the City, in the amount of $741,600, for the Redondo Project. This grant amount was approved by the Metro Board of Directors on September 26, 2013. On March 3, 2015, the Metro Board of Directors executed the Funding Agreement for this project.
The Redondo Project proposes to widen and improve the intersection of Redondo Avenue at Anaheim Street to reduce traffic congestion and enhance multimodal safety. The project will also include enhancements to bus stops and signals for pedestrians and bicycle users. Pedestrian ramps at the intersection will be upgraded to be compliant with current disabled access regulations. The limits of the project will extend approximately 200 feet north, south, east, and west of the intersection.
The bid was advertised in the Long Beach Press-Telegram on June 21, 2017, and 4,449 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, 87 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups. Eight bids were received on July 27, 2017. Of those eight bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), two were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local). Palp., Inc., dba Excel Paving Company, of Long Beach, CA (Local), was the lowest responsible and responsive bidder.
Local Business Outreach
In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 398 Long Beach vendors were notified to submit bids, of which, five downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
SUSTAINABILITY/ENVIRONMENTAL
Approximately 100 tons of asphalt material will be removed and recycled into new asphalt or utilized as base material on other street projects. The street will be resurfaced with asphalt containing up to 15 percent recycled material. Finally, 500 cubic yards of road base made from recycled concrete, rock, sand and asphalt will be utilized in this project, and all concrete work will include recycled waste ash, diverting these materials from landfills.
In conformance with the California Environmental Quality Act, Categorical Exemption No. CE-17-232 was issued for this project (Exhibit A).
COMPLETE STREETS ASSESSMENT
Pursuant to Assembly Bill 1358 (the California Complete Streets Act) and as part of the implementation of the Mobility Element of the Long Beach General Plan, the City's practice is to conduct a complete streets assessment for all roadway construction projects. This intersection is extensively used by both adults and school-age children due to its proximity to nearby commercial and retail centers, such as the Belmont Center and the Jefferson Leadership Academies Middle School, with a student population of 880 students. The pedestrian activity is attributable to the existing bus stops on both the north and south sides of the intersection, which provide transit services connecting to the Metro Light Rail Station and the Transit Galley to the south of the Anaheim Rail Station.
To enhance the pedestrian and bicyclist environment, the following improvements are proposed:
• Addition of an exclusive right-turn lane on the southbound approach to the intersection. This will require roadway widening, relocation and reconstruction of a bus stop and utilities, elongation of the southbound left-turn pocket, and traffic signal modifications. The new roadway, right-turn lane, and the associated improvements will be constructed on City-owned right-of-way.
• Provide bus stop enhancements, such as bus pads, benches, TranSmart signs, quasar canopies, and lighting on the west-leg and east-leg of the intersection.
• Provide enhanced pedestrian signals with visual countdown and audible signals. Upgrade curb ramps to make compliant with current disabled access regulations on all four corners of the intersection.
• Provide bicycle-sensitive loop detectors and install decorative bike racks at all corners of the intersection.
This matter was reviewed by Deputy City Attorney Linda T. Vu on August 30, 2017 and by Budget Analysis Officer Julissa José-Murray on September 8, 2017.
TIMING CONSIDERATIONS
City Council action is requested on October 10, 2017, to authorize commencement of this project. Construction is anticipated to begin in November 2017, and should take approximately 60 working days to complete.
FISCAL IMPACT
The total cost of the Redondo Project is estimated at $670,000, which includes the contract amount of $390,835, including contingency, and the cost for design, construction management, labor compliance, and project oversight. The total cost is supported by $402,000 from the Metro’s Call for Projects grant that is appropriated in the Capital Projects Fund (CP) in the Public Works Department, and $268,000 Proposition A funds that is appropriated in the Transportation Fund (SR 182) in the Public Works Department (PW).
The Metro grant requires a cash match of $268,000, which is funded by the budgeted Proposition A funds. Metro will withhold 10 percent of each reimbursement payment to the City pending satisfactory completion of an audit of expenditures and completion of the agreed scope of work.
Approval of this recommendation will provide continued support to our local economy. The number of additional local jobs created by the Redondo Project will not be known until the contractor completes their hiring and construction has commenced.
