DISCUSSION

City Council approval is requested to enter into an agreement with the Metropolitan Atlanta Rapid Transit Authority (MARTA) and the United States Marshals Service to provide mutual aid and transit security services in support of Super Bowl LIII, which is a designated National Security Special Event.  Under a Memorandum of Understanding (MOU) between the City of Long Beach and MARTA, two Long Beach Police Department (LBPD) sworn personnel will be acting under the authority and direction of the MARTA Police Chief, providing uniformed law enforcement assistance in and around MARTA facilities, including rail stations, for events and activities planned for the National Football League Super Bowl LIII in Atlanta, GA during the period of January 26, 2019 to February 3, 2019.

 

While operating under the terms of the MOU with MARTA, LBPD sworn personnel will also be deputized as Special Deputy United States Marshals, which is a requirement to participate as local law enforcement mutual aid officers during a National Special Security Event such as the Super Bowl. This designated federal authority will only be in effect between January 26, 2019 and February 3, 2019.

 

This matter was reviewed by Deputy City Attorney Monica J. Kilaita on December 13, 2018 and by Budget Management Officer Rhutu Amin Gharib on December 19, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on January 15, 2019, to ensure the agreements are in place expeditiously.

 

FISCAL IMPACT

Under the terms of the MOU, costs associated with the operation, including travel expenses, lodging, per diem, and transportation will be reimbursed by the MARTA. The personnel costs of the two LBPD sworn personnel are budgeted in the General Fund (GF) in the Police Department (PD).
