TITLE

Recommendation to adopt Plans and Specifications No. R-6984 for Improvements of the Bicycle System Gap Closure and Improved Los Angeles River Bike Path Access project; award the contract to Sully-Miller Contracting Company, of Brea, CA, in the amount of $1,051,223, and authorize a 10 percent contingency in the amount of $105,122, for a total contract amount not to exceed $1,156,345; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments thereto, and consider Categorical Exemption No. 54-10 (15301 Class1).  (Districts 1,6,7,8,9)

 

DISCUSSION

City Council approval is requested to enter into a contract with Sully-Miller Contracting Company (Sully-Miller), for the addition of 8.4 miles of bicycle infrastructure on the western side of the City of Long Beach (City), including Harding Street, Del Amo Boulevard, San Antonio Drive, Del Mar Avenue and Pacific Avenue.

 

The project consists of constructing various bike lanes, signed/shared bike routes, two traffic signals, two traffic circles, various curb, gutter and sidewalk sections, landscaping designs and irrigations systems, traffic signal electrical modifications, installing pavement markers, markings, traffic striping, signing and curb paint, and additional informational way finding signage, connecting neighborhood streets within the City to the regional Los Angeles River Class I bike path system. A vicinity map showing the project location is attached.

 

This bid was advertised in the Press-Telegram on August 7, 2015, and 3,577 potential bidders specializing in construction were notified of the bid opportunity.  Of those bidders, 80 downloaded the bid via our electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 groups representing local, minority and women-owned businesses. Bid documents and announcements were also included in several trade publications and plan rooms catering to these groups within the construction industry.  Ten bids were received on September 9, 2015. Of those ten bidders, one was a Minority-owned Business Enterprise (MBE), none were Women-owned Business Enterprises (WBEs), two were Disadvantaged Business Enterprises (DBEs), three were certified Small Business Enterprises (SBEs), and one was a Long Beach-based business (Local).   Sully-Miller Contracting Company, of Brea, CA (not an MBE, WBE, SBE or Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with our outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download the bid specifications. Through outreach, 322 Long Beach vendors were notified to submit bids, of which six downloaded and one submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Gary Anderson on October 13, 2015, and by Budget Management Officer Victoria Bell on October 21, 2015.

 

SUSTAINABILITY

 

The project will add an additional 8.4 miles of bicycle infrastructure on the western side of the City, providing residents recreational and health benefits achieved by cycling.  The project will also allow for residents to use bicycles as an alternate mode of transportation for smaller trips, resulting in less car usage and the reduction of air pollutants into the environment.  The project will also construct two traffic signals and two traffic circles, increasing safety at these four intersections and decreasing vehicle speeds in the community through the traffic calming benefits of these features.

 

In accordance with the California Environmental Quality Act (CEQA), this project has been determined to be categorically exempt, pursuant to Title 14. California Code of Regulations Chapter 3. Article 19. Section 15301 (attached).

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-6984 and award a contract concurrently is requested on November 3, 2015 to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

Contract expenditures will not exceed $1,156,345, including the recommended 10 percent contingency of $105,122. The total project cost is estimated at $1,749,130 and includes design, construction, construction management and project support. The project funding sources are appropriated in the Public Works Department (PW) and consist of $862,000 in federal Map-21 funding intended for improvements and maintenance of surface transportation infrastructure, $600,000 in Measure R funding intended for transportation projects, $200,141 in Transportation Development Act funding for public transportation and $66,126 in Proposition C funding intended for mass transit services and facilities. The remaining amount of $20,864 is reallocated from closed projects within the Capital Projects Fund (CP).

 

The Parks, Recreation and Marine Department (PR) will be responsible for ongoing grounds maintenance, including irrigation, landscaping and debris management. The annual General Fund cost of grounds maintenance is currently estimated at $40,000. Funding for this ongoing cost has not been identified and will be reviewed as part of the FY 17 budget process.  Approval of this recommendation will provide continued support to our local economy.
