TITLE

Recommendation to authorize City Manager to execute all required documents necessary to receive an additional $11,000 and a one-month time extension through July 31, 2005, for the agreement with the South Bay Center for Counseling to augment Youth Opportunity Center programs.  (Citywide)

 

DISCUSSION

The Workforce Development Bureau's Youth Opportunity Center (YOC) provides a wide

range of developmental services for young people, ranging in age from 12 to 24. One

such program is the Hire-A-Youth Program, which targets employment services to

young people, ages 16 to 24, who reside in the greater Long Beach area. Services

include employment preparation coaching, resume writing assistance, interviewing skills

practice, and job referrals to employers. Support for appropriate clothing, General

Education Diploma (GED) attainment, bus passes, and drug and/or gang prevention is

also provided for those in need.

 

The South Bay Center for Counseling (Center) has partially funded the Hire-A-Youth

Program as part of its direct services contract with Los Angeles County over the past

several years. On January 25, 2005, the City Council authorized execution of this

year's grant award of $95,000 for the period of January I, 2005 through June 30, 2005.

The Center has notified the City of an additional $11,000 to provide one additional

month of services through July 31, 2005. The funds from this Agreement help pay

internship stipends for youth engaged in early work experience at businesses

throughout Long Beach.

 

This letter was reviewed by Deputy City Attorney Everett L. Glenn on June 16, 2005,

and Budget Management Officer David Wodynski on July 8,2005.

 

 

TIMING CONSIDERATIONS

City Council action is requested on July 19, 2005, to facilitate processing of the required documents.

 

 

FISCAL IMPACT

Revenue received from the one-month extension will be deposited in the Community

Development Grants Fund (SR 150) in the Department of Community Development

(CD) and will be used to provide internship stipends for youth engaged in early work

experience programs. There is no impact on the General Fund (GF).
