Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 36397, with Innovative Design and Sheet Metal Products, Inc., dba Innovative Emergency Equipment (Innovative Design), of Riverside, CA, to provide new vehicle preparation services, to increase the contract amount by $95,000, for a revised contract amount not to exceed $190,000, and extend the term to July 30, 2024.  (Citywide)

 

DISCUSSION

City Council approval is requested to amend Contract No. 36397 with Innovative Design, for new vehicle preparation services and component preassembly for Police and Fire Department vehicles. This amendment will add funds and extend the term of the existing contract for an additional year, while new emergency response vehicles are scheduled to be delivered and outfitted.

 

The existing contract was approved by the City Council on July 19, 2022, by Resolution 22-0123, for a period of one year, with a contract amount not to exceed $95,000. Since execution of the contract, the automotive industry has experienced global delays due to supply chain shortages, causing emergency response vehicle delivery delays beyond what was originally forecasted. An amendment to the revised contract amount and contract term period is needed at this time to ensure that the Fleet Services Bureau (Fleet) is able to place public safety vehicles in service in a timely manner. Work under this contract is generally overflow work primarily due to a heavy backlog in the City of Long Beach’s (City) outfitting operations due to increased volume and staffing shortages.

 

Innovative Design will provide fabrication services and installation as needed for items including ancillary equipment, electronic vehicle harnesses, and computer boards. Use of the proposed service allows for the best use of City resources to ensure that Police and Fire Department vehicles are ready to be placed in service when the older vehicles are retired. Services will be performed at the vendor’s secure facility in Riverside, California.  

 

This matter was reviewed by Deputy City Attorney Taylor Anderson on May 24, 2023, Purchasing Agent Michelle Wilson on May 23,2023, and by Revenue Management Officer Geraldine Alejo on May 30, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract No. 36397 is requested on June 20, 2023, to ensure that there is no interruption to services.

 

FISCAL IMPACT

The requested action will increase the contract amount by $95,000 for a revised contract amount not to exceed $190,000. Outfitting costs are budgeted in the Fleet Services Fund Group in the Financial Management Department, offset by charges to various fund groups in the Police and Fire Departments through the Fleet Services Memorandum of Understanding (MOU) process. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with the City Council priorities. There is no local job impact associated with this recommendation.
