DISCUSSION

City Council approval is requested to enter into a contract with California Boring, Inc. (Cal Bore), for directional drilling, potholing, sewer locating and clearing. Cal Bore will provide the drill rig, support equipment, and qualified personnel to install polyethylene or steel natural gas pipe by horizontal directional drilling and pipe placement at various locations within the City of Long Beach’s (City) natural gas service territory. Cal Bore will provide sewer locating and inspection of below ground sewer laterals in streets and on customer property and potholing services at various substructures, using keyhole technology.

The bid was advertised in the Long Beach Press-Telegram on January 5, 2022, and 60 potential bidders specializing in construction services were notified of the bid opportunity. Of those bidders, six downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 39 local, minority-owned, and women-owned business groups. There were two bids received on February 3, 2022. Of those two bidders, one was a Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprises (SBEs), and none were Long Beach local vendors (Local). California Boring, Inc. of Anaheim, CA (a WBE), was the lowest responsible bidder.

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, two Long Beach vendors were notified to submit bids, of which none were downloaded and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony on March 21, 2022, Purchasing Agent Michelle Wilson on March 14, 2022, and by Revenue Management Officer Geraldine Alejo on March 24, 2022.

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB ER 22-010 and award a contract concurrently is requested on April 12, 2022, to ensure the contract is in place expeditiously.

FISCAL IMPACT

The total annual amount of the contract will not exceed $300,000, and will be funded within current resources appropriated in the Gas Fund Group in the Energy Resources Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with the recommendation.
