TITLE
Recommendation to authorize City Manager to submit applications for grants No. 3-06-0127-27 and No. 3-06-0127-28 to the Federal Aviation Administration (FAA) and accept, execute and amend grants from the FAA for entitlement and discretionary funds, and increase appropriations in the Airport Enterprise Fund (EF320) and the Department of Public Works (PW) by $14,158,386. (District 5)
DISCUSSION
The Long Beach Airport receives grant funds annually from the Federal Aviation
Administration's Airport Improvement Program (Alp). Entitlement funds are the portion
of the AIP funds to which the Airport is entitled, based on the number of passengers
enplaned, and are calculated by the FAA using a set formula. Discretionary funds are
the portion of AIP grants that are allocated to airports based on need and national
priority, as determined by the FAA. Each year the airport submits a grant application for
entitlement and discretionary funds from the Airport Improvement Program to pay for
major airport infrastructure rehabilitation and improvement.
The FAA sent notice in May 2006 that $12,950,466 in entitlement and discretionary
funds has been allocated to the Long Beach Airport, pending receipt of a formal grant
application. The grant, AIP No. 3-06-0127-27, requires a 5 percent financial
participation, equaling $681,604, from the City. The projects in this year's Entitlement
and Discretionary Grant application will include:
Rehabilitation of Taxiway L, Phase 2, the primary taxiway providing air carrier
access to the departure end of Runway 30. Taxiway L is showing significant
pavement distress and has required several emergency closures for major
temporary repairs. Rehabilitation of the taxiway will return it to 'new' condition.
Phase 1 funding was received from the FAA in 2005. Both phases will be
constructed at the same time, beginning in October of 2006.
Purchase of former railroad right-of-way within the Runway Safety Area (RSA) for
both Runway 12-30 and Runway 7L-25R. On December 7, 2004, City Council
authorized the City Manager to execute a Lease with an Option to Purchase this
property. The purchase of the property will allow the City to ensure that no
development is placed on the property that would be incompatible with the
requirements of an RSA. Keeping the land vacant within the RSAs will enhance
the overall safety of Airport operations in this area. The property to be acquired
is shown in Attachment A.
Acquisition of an Aircraft Rescue and Fire Fighting Rapid Response vehicle. This
is the third of three vehicles that the FAA has recommended the City replace to
ensure that the Airport continues to meet federal emergency response
requirements for air carrier airports.
Additionally, the Long Beach Airport is in need of updating and recertifying its Airport
Layout Plan (ALP). An ALP is required by Title 49 of the United States Code, Section
47107 (a)(16) and is a graphic representation to scale of airport facilities, their location
on the Airport, and the pertinent clearance, dimensional and elevation information
necessary to show relationships with FAA standards. The ALP is used by many federal
ofices including Flight Standards, Air Traffic, Runway Safety, Civil Aviation Security,
and the Transportation Security Administration, as well as Airport users. The last
comprehensive update was completed in April 2000. This update will include new
survey data to benchmark locations of critical utilities, navigation aids and runway
elevations, add new wind information; and incorporate digital technology for ease of use
and addition of new data. The FAA has offered the use of a grant, AIP No. 3-06-0127-
28, in an amount not to exceed $500,000, to assist the City with the technical
modifications to the Airport's ALP. This grant also requires a 5 percent financial
participation, equaling $26,316, from the City, and the submission of a formal
application.

Management Officer David Wodynski on June 12,2006.
TIMING CONSIDERATIONS
City Council action on this item is requested on June 20, 2006, to ensure that the grant
applications are filed and the grants are fully processed in the time frame required by
the FAA. Failure to meet this deadline may result in loss of funding.
FISCAL IMPACT
The combined grant funds for these projects total $13,450,466. The City's obligation for
these grants is $707,920 and will be provided by the Airport Enterprise Fund. An
appropriation increase of $14,158,386 is required in the Airport Enterprise Fund
(EF320) in the Department of Public Works (PW), and is included in the
recommendation above.
