DISCUSSION

Long Beach is a recognized leader in addressing homelessness in a systematic and coordinated way.  The Interdepartmental Team Pilot (ITP) is a Department of Health and Human Services Homelessness Services Division (HSD) and Long Beach Police Department (LBPD) project that will further enhance Long Beach’s approach to homelessness and establish best practices and procedures for reducing the impacts of street homelessness.

 

This pilot program will increase Long Beach’s capacity to incorporate multiple departments within the City and County to expand and enhance the expertise in responding to street homelessness.  Staffing under this pilot will coordinate with various programs including the Law Enforcement Assisted Diversion (LEAD), Priority Access Diversion (PAD), Long Beach Metro and the Long Beach Justice Lab.  The Public Works and Parks, Recreation and Marine Departments, and the City Attorney’s Office will also be a part of the pilot.

 

This project will fund a Health Department liaison from the Long Beach Police Department, a data analyst, and the Homeless Services Officer to meet the goals and objectives of the grant that include: increasing interjurisdictional collaboration, research on outreach effectiveness, and a best practice report on the Interdepartmental Team’s approach to homelessness. 

 

This matter was reviewed by Deputy City Attorney Sarah E. Green on December 20, 2018 and by Revenue Management Officer Geraldine Alejo on December 19, 2018.

 

TIMING CONSIDERATIONS

City Council action is requested on January 15, 2019, to commence the program as soon as possible.

 

FISCAL IMPACT

The total funding amount will be $145,676, for a one-year period estimated to begin in January 2019 and will fully-fund the City’s costs related to the pilot program.  Sufficient funds have been budgeted in the Health Fund (SR 130) in the Health and Human Services Department (HE).  No match or in-kind service mandate is required, and there is no local job impact associated with this recommendation.
