TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any subsequent amendments, with the California Department of Public Health, to accept and expend grant funding in an amount not to exceed $516,517, for local public health infrastructure and infectious disease prevention and control services, for the period of February 1, 2020 through June 30, 2023; and
Increase appropriations in the Health Fund Group in Health and Human Services Department by $516,517, offset by reimbursement grant revenue. (Citywide)
DISCUSSION
The California Department of Public Health (CDPH), Division of Communicable Disease Control, is awarding the City of Long Beach $516,517 in funding ($172,172 per year for three years and five months), for public health infrastructure needs and services for the prevention and control of infectious diseases, for the period of February 1, 2020 through June 30, 2023.
The Health and Human Services Department (Health Department) will utilize this funding to improve public health infrastructure and provide direct services that address disease burden such as responding to outbreak; implementing vaccination programs to prevent an outbreak from spreading; responding to infectious disease threats that have the potential to become an outbreak; and, other related services, including those related to COVID-19 response. Services will be provided throughout Long Beach. To provide these services, the Health Department will request a Public Health Nurse position whose work will be fully funded by this grant.
This matter was reviewed by Deputy City Attorney Taylor M. Anderson on March 26, 2020 and by Revenue Management Officer Geraldine Alejo on March 30, 2020.
TIMING CONSIDERATIONS
City Council action is requested on April 14, 2020, to execute a contract with the CDPH in a timely matter.
FISCAL IMPACT
The City will receive reimbursement grant funding up to $516,517 for the grant period of February 1, 2020 through June 30, 2023. As the grant is currently unbudgeted, an appropriation increase in the amount of $516,517 is requested in the Health Fund Group in the Health and Human Services Department, offset by reimbursement grant revenue. The grant does not have a match or in-kind service requirement. This recommendation has no staffing impact beyond the budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
