TITLE
Recommendation to authorize City Manager to execute a license agreement with the Carpenter Performing Arts Center, located on the Campus of California State University Long Beach, for a period of one day, with an option to renew the license agreement for a period of one day, each year, over the next five years at the discretion of the City Manager. (District 3)
DISCUSSION
Each year, the Long Beach Police Department hosts the Annual Police Awards Ceremony at the Convention Center. Awards are given to officers, civilian employees and Citizens for their bravery, support and assistance. In the past, the Police Awards Ceremony has been presented as a luncheon-style event. This year, the format of the Awards Ceremony will be changed to a theater-style event in the early evening, which will reduce the overall cost and staff time necessary to coordinate the event, and will reduce the ticket price by half. Additionally, by having the event in the early evening, rather than midday, there will be more opportunity for friends and family to attend. The event is scheduled to take place at the Carpenter Performing Arts Center on the Campus of California State University Long Beach, on Wednesday, June 1ih, 2009 at 5:00 p.m.
The proposed Facility License Agreement contains the following major provisions:
· Address: 6200 Atherton Street, Long Beach (the entire theater consisting of foyer for reception and theater seating for 1,000).
· Length of term: One day.
· Length/number of renewal options: The City shall have an option to renew the agreement for the period of one day per year for the next five years.
· Rent: One day use rent of $1,500.
· Reservation Fee: $500.00.
· Use: Theater for seating and awards presentation. Foyer for reception.
· Improvements: N/A.
· Utilities: N/A.
· Service Fees: $330.00.
· Ticketing Fee: $300.00.
· Other: Labor charges for Carpenter Center lighting, technical, and support personnel are still being negotiated, but are not expected to exceed $5,000.00.
This matter was reviewed by Assistant City Attorney Michael Mais on April 23, 2009 and Budget and Performance Management Bureau Manager David Wodynski on April 24, 2009.
TIMING CONSIDERATIONS
Action is requested at the May 12, 2009 City Council meeting in order to move forward with the planning and execution of the Police Awards Ceremony, which is scheduled for Wednesday, June 17,2009.
FISCAL IMPACT
There is a one-day facility rental fee of $1 ,500, a reservation fee of $500, service fees of $330, and ticketing fees of $300. Labor charges for Carpenter Center lighting, technical, and support personnel are still being negotiated, but are not expected to exceed $5,000. For a total facility cost of approximately $7,630. It is anticipated that sponsorships and ticket sales will fully cover the cost of this year's event at the Carpenter Center with no fiscal impact to the General Fund.
