TITLE

Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including extending the term of the agreement, or changing the amount of the award, with the Nurse-Family Partnership, a Colorado Corporation, to accept and expend funding in the amount of $135,100 for administration and implementation of the Nurse-Family Partnership Program, for the period of July 1, 2023 through June 30, 2026, with the option to extend the agreement for an additional three year period, at the discretion of the City Manager.  (Citywide)

 

DISCUSSION

In January 2023, the Health and Human Services Department (Health Department) was awarded funding from the California Department of Public Health to expand and implement a California Home Visitation Program (CHVP), Nurse-Family Partnership (NFP) program.  The Health Department applied for and was subsequently awarded supplemental funding from the Nurse-Family Partnership’s incentive fund.

 

The Incentive Fund offers one-time partial funding over three (3) years to existing organizations interested in expanding their NFP evidence-based home visiting model.

 

The NFP empowers first-time moms to transform their lives and create better futures for themselves and their babies.  The NFP works by having specially educated nurses regularly visit young, first-time moms-to-be.  Visits start early in the pregnancy and continue through a child’s second birthday.  Expectant moms benefit by getting the care and support they need to have a healthy pregnancy.  Concurrently, new mothers develop close relationships with a nurse who become a trusted resource they can rely on for advice on everything from safely caring for their child to steps for providing a stable and secure future for both mother and child.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani and by Budget Analysis Officer Greg Sorensen on July 20, 2023.

 

TIMING CONSIDERATIONS

City Council action is requested on August 8, 2023, to begin providing these services.

 

FISCAL IMPACT

The City will receive funding up to an amount of $135,100 for a three-year period beginning July 1, 2023.  Sufficient appropriation is budgeted in the Health Fund Group in the Health and Human Services Department.  There is no match or in-kind service mandate required.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local or job impact associated with this recommendation.
