TITLE
Recommendation to authorize City Manager, or designee, to execute an agreement, and any necessary documents including any subsequent amendments, with the Los Angeles County Metropolitan Transportation Authority, of Los Angeles, CA, to accept the donation of Metro Bike Share Smart Bike Equipment, at no cost to the City. (Citywide)
DISCUSSION
City Council approval is requested to execute an agreement with the Los Angeles County Metropolitan Transportation Authority (Metro), for the donation of Metro Bike Share Smart Bike Equipment for the Long Beach Bike Share program.
Metro has offered to donate their decommissioned Smart Bike Equipment (specifically their modular bike share racks with base plates) to the City’s Bike Share Program, at no cost to the City. Metro’s bike rack equipment is compatible with both versions of SoBi bicycles currently used by Long Beach Bike Share. The following Metro Bike Share Smart Bike Equipment will be donated:
• Dock Posts (quantity: 888)
• Dock Baseplates (quantity: 1,081)
• Connector Plates (quantity: 675)
• Endcaps (quantity: 35)
More than 1,000 Bike Share bicycles will be refurbished in 2021 (500 bicycles have already been completed). Eighty-four Bike Share hubs are located citywide and more hubs are needed to deploy the refurbished bicycles. The Metro donation will provide the equipment for 85-90 additional hubs. The additional hubs will be located to provide better geographic distribution with new hubs being located primarily in West Long Beach, North Long Beach, and Douglas Park. The equipment donation will benefit these areas and improve the convenience and equitable distribution of the City’s Bike Share program for existing and future Bike Share members.
The bike rack equipment donation assists with advancing the City's goals for increasing bicycle riding throughout Long Beach and supports the use of the City's expanding bicycle network, which supports the goals of the City's Bicycle Master Plan. The City is committed to the continuation and expansion of the Bike Share Program due to the public health and recreation benefits and to the reduction in motor vehicle trips, which reduces traffic congestion and greenhouse gas emissions, consistent with the goals and policies of the City’s Mobility Element and Climate Action and Adaptation Plan.
This matter was reviewed by Deputy City Attorney Amy R. Webber on June 27, 2021 and by Budget Management Officer Rhutu Amin Gharib on July 21, 2021.
TIMING CONSIDERATIONS
City Council approval is requested on August 10, 2021, to comply with the terms of Metro’s donation agreement and allow expansion of the Bike Share system as soon as possible.
