DISCUSSION

City Council approval is requested to enter into contract with the City of Los Angeles, Economic Workforce Development Department for a total amount of $250,000 in 2023 High Road Training Partnership (HRTP) grant funds, to provide services that lead to high-paying and sustainable employment.

 

The HRTP initiative started as a $10 million demonstration project designed to model partnership strategies for the state. Ranging from transportation to health care to hospitality; the HRTP model embodies the sector approach championed by the California Workforce Development Board - industry partnerships that deliver equity, sustainability, and job quality. High road training partnerships (HRTPs) aim to create economically resilient communities by focusing first and foremost on equity and job quality. Workers, labor and other worker organizations, and employers are recognized as industry experts and work alongside community-based organizations and training institutions to provide workforce development solutions with pathways to quality jobs for all Californians, especially those from the most disadvantaged communities. HRTPs are creating a comprehensive infrastructure of support for industries, employers, labor, and workers to collaboratively negotiate industry needs in real time and prepare for the future of work.

 

Pacific Gateway will utilize the HRTP grant funds to provide assistance to job seekers, including career counseling, job listings, labor market information, training referrals and other employment related services; and to employers, with recruiting, posting job vacancies and customized training.

 

Pacific Gateway Workforce Innovation Network (Pacific Gateway) administers the Federal Workforce Innovation and Opportunity Act (WIOA) and other employment and training funds received annually by the City of Long Beach (City). Those funds support job training programs and business services delivered by the Workplace, Harbor Gateway WorkSource Center, Future LB, and selected community-based organizations to assist residents to acquire skills leading to employment in high-demand occupations with local employers.

 

This matter was reviewed by Deputy City Attorney Monica Kilaita on July 28, 2023 and by Budget Management Officer Nader Kaamoush August 7, 2023.

 

TIMING CONSIDERATIONS

City Council action to execute an agreement to accept and expend grant funding is requested on August 22, 2023, to ensure the agreement is in place expeditiously.

 

FISCAL IMPACT

Pacific Gateway will receive grant reimbursement revenue in an amount not to exceed $250,000 for the period of July 1, 2023 through June 30, 2024.  An appropriation increase is requested in the Community Development Grants Fund Group in the Economic Development Department, offset by grant revenue. Pacific Gateway is responsible for submitting the Resource Sharing Agreement (RSA) to LA City which requires a match to the grant. The collocated partner providing with Employment Development Department (EDD) will satisfy the grant match through staff time in services such as job seeker workshops, one-on-one meetings with WIOA customers, and referrals to WIOA and special projects in support of the Harbor Worksource Center. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. Approval of this recommendation will result in employment preparation, placement, and retention services for job seekers.
