TITLE
Recommendation to authorize City Manager, or designee, to execute any and all documents necessary for the Second Amendment to Lease No. 26970 between Long Beach Memorial Medical Center and the City of Long Beach for medical office space located at 2701 Atlantic Avenue, Suite B, for the continued operation of the Department of Health and Human Services' Women, Infants, and Children Nutrition Program for an additional one-year term, at a monthly base rent of $2,924.38.

DISCUSSION
In 2000, the City Council authorized the execution of Long Beach Memorial Medical Center Office Lease No. 26970 for the office premises at 2701 Atlantic Avenue, Suite B, for the establishment of the Department of Health and Human Services' Women, Infants and Children (WIC) Nutrition Program. The WIC Program is a supplemental nutrition program that provides monthly food coupons, nutrition education, and referrals to prenatal and pediatric health care clinics for low-income, pregnant and postpartum women, infants and young children. The Long Beach Memorial Medical Center WIC office is one of the City's five WIC sites and serves approximately 2,500 participants per month. The central location of the office allows convenient client access via several major public transportation corridors.
In July 2005, the City Council authorized the First Amendment to Lease No. 26970, whereby the term was extended for five years until June 30, 2010. The City shall maintain its occupancy at this site on a month-to-month basis while negotiating provisions of the proposed Lease amendment.
The proposed Second Amendment to Lease No. 26970 contains the following major terms and conditions.
· Landlord: Long Beach Memorial Medical Center, a California non-profit public benefit corporation.
· Tenant: City of Long Beach.
· Premises: The leased premises consist of approximately 1,559 rentable square feet of office space located at 2701 Atlantic Avenue, Suite B.
· Length of Term: The Lease term shall be for an additional period of one year commencing on July 1, 2010 and terminating on June 30, 2011.
· Rent: Effective July 1, 2010 through June 30, 2011, the rent shall increase from $2,873.81 to $2,924.38 per month (approximately $1.88 per square foot).
All other terms, covenants and conditions in Lease No. 26970 shall remain in effect.
This letter was reviewed by Deputy City Attorney Linda Trang on June 30, 2010 and Budget Management Officer Victoria Bell, on July 1, 2010.
TIMING CONSIDERATIONS
City Council action is requested on August 3, 2010, in order to execute the Second Amendment to Lease No. 26970 for the City's continued use of the leased premises at 2701 Atlantic Avenue, Suite B.
FISCAL IMPACT
The total Fiscal Year 2010 (FY 10) costs for the Second Amendment to Lease No. 26970 are estimated to be $8,773. Total costs for Fiscal Year 2011 (FY 11) are estimated to be $26,319. Sufficient funds are currently appropriated in the Health Fund (SR 130) in the Department of Health and Human Services (HE) to support this program. The WIC Program is federally funded by the U.S. Department of Agriculture. There will be no impact to the General Fund.
The recommended action will not have an impact on jobs.
