TITLE
Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments, including term extensions, with the State of California, Department of Parks and Recreation, Division of Boating and Waterways, to receive and expend the 2016 Boating Safety and Enforcement Equipment Grant for the purchase of equipment; and
Increase appropriations in the General Grants Fund (SR 120) in the Police Department by $26,278, offset by grant revenue. (Citywide)
DISCUSSION
DBW Boating Safety and Enforcement Equipment Grant Program provides resources to purchase equipment for boating safety and law enforcement programs. The grant requires that all equipment purchased is for the use of promoting boating safety and law enforcement. Since 1999, the City of Long Beach has been awarded grants from the DBW. These funds have been used for a variety of items including dive equipment and the replacement of engines for rescue boats. The current grant award of $26,278 will allow for the purchase of miscellaneous equipment. These purchases will enhance the Police Department’s ability to provide law enforcement, search and rescue, and patrol services to the commercial and recreational boaters and water activities in the City’s marinas, the Port of Long Beach and the Long Beach coastline.
This matter was reviewed by Deputy City Attorney Monica J. Kilaita on August 25, 2016 and by Budget Operations Administrator Grace Yoon on August 24, 2016.
TIMING CONSIDERATIONS
City Council action is requested on September 20, 2016, to expedite the use of the grant funds.
FISCAL IMPACT
The DBW grant is currently unbudgeted. Therefore, an appropriation increase in the General Grants Fund (SR 120) in the Police Department (PD) in the amount of $26,278 is requested. Operating, maintenance, and replacement costs for the equipment purchased with the grant funds will be absorbed, as needed, from the department’s existing budget. Grant revenues will offset the expense appropriation and the grant does not require matching funds. There is no local job impact associated with this recommendation.
