DISCUSSION
Since 1984, at the request of the Police Department, the Department of Health and Human Services (DHHS) has been coordinating the jail medical services program. This involves administering operational agreements with local physicians and hospitals to ensure required medical services are provided to inmates of the Long Beach city jail.
During the past 22 years, the DHHS has provided State-mandated jail health, sexual assault and in-custody medical services utilizing several service agreements.
 
The current contract with Community Hospital expired on April 30, 2006. Given the quality, reliability and costs of the services provided, the DHHS requested renewal of the agreement with Community Hospital of Long Beach for the next 12-month period, and as a result, the First Amendment to Agreement No. 29238 was executed as of April 30, 2006, extending the term of the Agreement through April 30, 2007. Around the same time, responsibility for this Agreement was transferred from the DHHS to the Police Department. However, due to an oversight, the First Amendment did not increase the not-to-exceed expenditure limit of the Agreement.
 
Therefore, approval is being sought to authorize the City Manager to execute the Second Amendment to Agreement No. 29238, specifying that the costs of the services for the period of May 1, 2006 through April 30, 2007 shall not exceed $350,000, an increase of $50,000 from the previous year. This amount reflects the current costs needed to provide these services.
 
Approval is also requested for an option at the end of the current term to renew the Agreement for an additional one-year period at the discretion of the City Manager.
 
This matter was reviewed by Deputy City Attorney Rich Anthony on November 13, 2006, and Budget Management Officer David Wodynski on November 14, 2006.
 
TIMING CONSIDERATIONS
As no additional expenditure authority was approved at the time the First Amendment was executed, invoices received for the past four months are being held pending the City Council's approval of this request. Therefore, action is requested on December 5, 2006, in order to expedite payment for emergency room services for Long Beach city jail inmates.
 
FISCAL IMPACT
Sufficient funding has been budgeted in the General Fund (GP) and in the Police Department (PD) to support this activity.
