Authorize City Manager to execute all documents necessary to amend Contract No. 33900 with Sully-Miller Contracting Company, for the rehabilitation of Bixby Road, between Atlantic Avenue and Orange Avenue, to increase the contract amount by $58,644, for a total amount not to exceed $878,602, to expedite completion of the project.  (Districts 7,8)

 

DISCUSSION

On November 18, 2014, the City Council awarded a contract to Excel, for the rehabilitation of Pacific Avenue, between Anaheim Street and Pacific Coast Highway.  The project was awarded in the amount of $594,165, with a 15 percent contingency of $89,125, for a total contract amount not to exceed $683,290.  During construction, it was determined that the quantity of asphalt within the bid documents did not match the project needs within the plans, and additional asphalt would be needed. In order to stay on schedule, the project moved forward and the additional asphalt needed was placed using the per unit prices within the contract.  Due to the additional amount of pavement material needed, it is necessary to increase the contract by $293,040, for a new total contract amount of $976,330.

 

On June 9, 2015, the City Council awarded a contract to Sully-Miller, for the rehabilitation of Bixby Road, between Atlantic Avenue and Orange Avenue.  The project was awarded in the amount of $745,416, with a 10 percent contingency of $74,542, for a total contract amount of $819,958.  Bixby Road is an 80-foot wide residential collector street that is heavily used by school busses, vehicular and pedestrian traffic, related to the adjacent Longfellow Elementary School and Hughes Middle School.  In order to complete the project during the summer school break, the Contractor was requested to expedite the construction schedule from its original contract time of 60 working days to 33 working days, including extended weekday hours, and Saturdays.  A contract increase of $58,644 is needed to fund the expedited construction, for a new total contract amount of $878,602.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on November 19, 2015 and by Budget Management Officer Victoria Bell on November 25, 2015.

 

TIMING CONSIDERATIONS

City Council action on this matter is requested on December 22, 2015, for full compensation of the street rehabilitation work.

 

FISCAL IMPACT

The revised contract amount will not exceed $976,330 for Excel.  Sufficient funding is budgeted in the Gas Tax Street Improvement Fund (SR 181) in the Public Works Department (PW).
