TITLE
Recommendation to adopt Specifications No. RFQ AP21-054 and award contracts to Lean Technology Corporation, of Irvine, CA, for Engineering Design Services, in the amount of $465,000, with a 10 percent contingency in the amount of $46,500, for a total amount not to exceed $511,500; and, The Kennard Development Group, dba KDG Construction Consulting, of Glendale, CA, for Construction Management Services, in the amount of $465,000, with a 10 percent contingency in the amount of $46,500, for a total amount not to exceed $511,500, for Runway 12-30 Electrical Improvements at the Long Beach Airport, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contracts, including any necessary amendments; and
Increase appropriations in the Airport Fund Group in the Airport Department by $1,023,000, offset by funds available. (District 5)
DISCUSSION
City Council approval is requested to enter into contracts with Lean Technology Corporation for design services and KDG Construction Consulting for construction management services for Runway 12-30 Electrical Improvements Project (Project) at the Long Beach Airport (Airport).
Runway 12-30 is the primary Air Carrier runway and the primary runway designated for use during nighttime hours. An airfield lighting investigation performed in early 2020 indicated that the existing runway lighting and associated equipment is detrioariating and needs to be replaced. The Project will include the complete replacement of the runway lighting circuits, including associated constant current regulators (CCRs) and all cable, light fixtures, signs, precision approach path indicators (PAPIs), and other electrical components for Runway 12-30. The electrical improvements will include the full length of the runway, which is approximately 10,000 feet by 250 feet (including shoulders). Electrical improvements to the runway will preserve safety and capacity and ensure that there will be no interruption to the commercial and cargo services at the Airport.
The City has typically contracted for engineering design services and construction management services with firms that have expertise and equipment beyond existing City staff capability. A Request for Qualifications (RFQ) process was conducted to secure these services in accordance with Federal Aviation Administration (FAA) regulations and requirements.
The RFQ was advertised in the Long Beach Press-Telegram on April 19, 2021, and 2,969 potential firms specializing in engineering services were notified of the RFQ opportunity. Of those firms, 62 downloaded the RFQ via the City’s electronic bid system. The RFQ documents were made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. The RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 35 local, minority-owned, and women-owned business groups. Ten Statements of Qualifications (SOQs) were received on May 14, 2021. Of those ten proposers, five were Minority-owned Business Enterprises (MBEs), two were Women-owned Business Enterprises (WBEs), four were certified Small Business Enterprises (SBEs), and one was Long Beach vendor (Local).
A five-member Selection Committee (Committee) comprised of representatives from the Airport and Public Works Departments reviewed and evaluated the SOQs in accordance with the criteria as stipulated in the RFQ. Based on a review of the ten SOQs, eight firms were shortlisted and invited to interview and present their general project proposals to the Committee. Five firms for construction management services presented their general project proposals to the Committee on June 14, 2021, and three firms for design services presented their general proposals to the Committee on June 15, 2021. Following the interview presentations, the Committee ranked prospective consultants by their respective interview scores in accordance with Section 5.11.1 for design services and Section 5.11.2 for construction management services of the RFQ.
After a thorough review and evaluation process, the Committee unanimously selected Lean Technology Corporation, of Irvine, CA (MBE, WBE), to provide engineering design services, and KDG Construction Consulting (KDG), of Glendale, CA (MBE, WBE), to provide construction management services for the Project.
Lean Technology Corporation is highly knowledgeable in airfield lighting and Navigational Aid systems and has provided design services at over 150 airports nationwide. Their key personnel and management team are local and provided an excellent understanding and a thorough technical approach of the identified proposed Project. Their team also demonstrated a vast knowledge of FAA regulations, and extensive experience with designing airfield electrical systems in a challenging airport environment.
KDG has an extensive history of providing construction management services for airports within the FAA’s Western-Pacific Region, including Bob Hope Airport, Long Beach Airport, Van Nuys Airport, Los Angeles International Airport, and Ontario International Airport. Their team has a strong familiarity with FAA regulations, policies, and technical specifications, and demonstrated a solid understanding of the proposed Project scope and Airport’s operations. The team brought forth by both firms also demonstrated competence and relevant project experience necessary to deliver the design and construction management services for the Project.
Local Business Outreach
To align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the RFQ specifications. Through outreach, 231 Long Beach vendors were notified to submit SOQs, of which 4 downloaded and 1 submitted an SOQ. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.
This matter was reviewed by Deputy City Attorney Richard F. Anthony on July 12, 2021, Purchasing Agent Michelle Wilson on July 7, 2021, and by Budget Analysis Officer Greg Sorensen on July 15, 2021.
TIMING CONSIDERATIONS
City Council action to adopt Specifications No. RFQ AP21-054 and award contracts concurrently is requested on August 10, 2021, to ensure contracts are in place expeditiously.
FISCAL IMPACT
The total aggregate contract authority for both contracts will not exceed $1,023,000, inclusive of a 10 percent contingency for the initial two years. An appropriation increase in the amount of $1,023,000 is requested in the Airport Fund Group in the Airport Department, offset by Airport operating funds available. The contracts will be part of the design phase and for construction management phase of the Project, which will cost approximately $4,030,000. It is anticipated that the cost of the Project may be reimbursed by the FAA Airport Improvement Program (AIP) Grant award for federal Fiscal Year 2022, once the actual construction bid has been completed.
Each workorder will be funded prior to the work being issued to the contractor. Any work not currently budgeted will only proceed at such time that appropriation has been approved by the City Council. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. The award of these contracts will provide continued support to our local economy by assisting in the preservation of employment for seven full-time employees in Long Beach.
