DISCUSSION

City Council approval is requested to enter into a contract with The Kennard Development Group, dba KDG Construction Consulting (KDG), to provide engineering construction management services for the Taxilane K Reconstruction and the Construct Taxilane U projects (Projects) at the Long Beach Airport (Airport).

 

The Airport is responsible for maintaining the airfield pavement, which includes runways, taxiways, taxilanes and other necessary access points.  Pavement condition surveys are completed approximately every three years to plan and prioritize areas based on need and criticality.  Based on the survey completed in 2021, Airport staff identified the need for reconstruction and rehabilitation of Taxilane K and the construction of Taxilane U.  The Projects are programmed in the Airport Capital Improvement Plan for Federal Fiscal Year 2023 and will preserve airfield safety and capacity for our general aviation partners.

 

The Taxilane K Reconstruction project includes reconstruction of approximately 71,500 sq. ft. of pavement and rehabilitation of approximately 67,650 sq. ft. of additional pavement.  Taxilane K provides airfield access to tenants in the northeast quadrant of the airfield along the Lakewood Boulevard corridor, including multiple hangers at the south end of Taxilane K.  A portion of the Taxilane K pavement is in poor condition and has reached the end of its useful life.  The Taxilane K project includes improvements to pavement, pavement markings, striping, and drainage systems.

 

The Construct Taxilane U project repurposes an area that includes portions of decommissioned Runway 16R-34L south of Taxiway F to provide improved access to the airfield.  Approximately 42,900 sq. ft. of pavement will be constructed, including pavement markings, lighting, signage, and drainage systems.  Taxilane U will serve as acess to Taxiway F for general aviation tenants along the Spring Street corridor.

 

A Request for Qualifications (RFQ) process was conducted to secure engineering design and construction management services in accordance with Federal Aviation Administration (FAA) regulations and requirements.  Based on the extensive RFQ process, RS&H California, Inc. (RS&H), was selected to provide engineering design services and KDG was selected to provide engineering construction management services for the Projects.  On May 17, 2022, the City Council adopted Specifications No. RFQ AP22-002 and authorized execution of a contract with RS&H for engineering design services.  The Airport has concluded contract negotiations for construction management services and requests City Council authorization to execute a contract with KDG.

 

KDG, a Minority-owned Business Enterprise (MBE) and Women-owned Business Enterprise (WBE), has an extensive history of providing construction management services for airports within the FAA’s Western-Pacific Region.  Their team has strong familiarity with FAA regulations, policies, technical specifications, and a solid understanding of the Airport’s operations.  Their experience in airport stakeholder engagement and coordination will provide for an exceptional project outcome and tenant satisfaction while minimizing operational impacts.  The team brought forth by KDG also demonstrated competence and relevant project experience necessary to deliver the construction management services for the Projects.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony and Purchasing Agent Michelle Wilson on January 20, 2023, and by Budget Management Officer Rhutu Amin Gharib on January 24, 2023.

 

TIMING CONSIDERATIONS

City Council action to award a contract is requested on February 14, 2023, to ensure the contract for construction management services is in place expeditiously.

 

FISCAL IMPACT

The contract amount will not exceed $1,420,416, inclusive of a 15 percent contingency for the initial two years.  An appropriation increase in the amount of $1,420,416 is requested in the Airport Fund Group in the Airport Department, offset by Airport funds available.  It is anticipated that most of the Project’s costs may be reimbursed by the FAA Airport Improvement Program (AIP) Grant award for federal Fiscal Year 2023, once the actual construction bid has been completed.  The remaining cost may be reimbursed by Passenger Facility Charges (PFC) once the usage of PFC for the Projects is approved by the FAA.

 

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for two full-time employees in Long Beach.
