TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34848 with Arcadis U.S., Inc., of Los Angeles, CA, for software subscription, and to provide software maintenance and user support services, for the Portfolio Insights (Orion) Project Portfolio Management system, to increase the annual contract amount to $100,000 and extend the contract for a period of one year, with the option to renew for four additional one-year periods, at the discretion of the City Manager. (Citywide)
DISCUSSION
City Council approval is requested to amend Contract No. 34848 with Arcadis U.S., Inc. (Arcadis), to continue the Portfolio Insights (Orion) Project Portfolio Management system software subscription, and to provide maintenance and software support services for the next five years. The Orion Project Portfolio Management system is used by the Airport and Public Works Departments to manage their capital projects by centrally storing all project information, schedules, documentation, and tasks. Additionally, the Orion system was customized for the City of Long Beach’s (City) use and Arcadis is the sole provider of this service.
On October 17, 2017, the City Council awarded Contract No. 34848 to Arcadis for the purchase of the Orion Project Portfolio Management system and a subsidiary service level agreement, for a period of two years, with the option to renew for two additional one-year periods in an annual amount not to exceed $90,000.
The current service level agreement expired on March 31, 2023, and the City has exhausted all extensions permitted in the contract. The objective of this request is to authorize an amendment for Contract No. 34848 to authorize Arcadis to continue providing long-term Orion support and maintenance include hosting fees, software improvements, updates, enhancement, release notes and as-needed user/technical support.
This matter was reviewed by Deputy City Attorney Vanessa S. Ibarra on June 26, 2023, Business Services Manager Tara Yeats on May 26, 2023, and by Budget Management Officer Nader Kaamoush on June 5, 2023.
TIMING CONSIDERATIONS
City Council action to amend Contract No. 34848 is requested on July 18, 2023, to ensure there is no interruption to services.
FISCAL IMPACT
The requested amendment will increase the annual contract not to exceed $100,000 for a period of one year, with the option to renew for four additional one-year periods. Sufficient funds to support this contract are currently budgeted and will be split evenly amongst existing appropriations in the General Fund Group in the Public Works Department and the Airport Fund Group in the Airport Department. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
