Recommendation to receive and file the monthly Airport activities report.  (District 5)
 
DISCUSSION
As requested , the following is a report on various activities at the Long Beach Airport.
 
Airport Passenger, General Aviation (GA) and Cargo Activity - The March 2006 Monthly Airport Activity Report provides monthly and year-to-date statistics for airline passengers (total and enplaned), aircraft operations by user category, and cargo carrier tonnage. Total passenger counts for March were 239,165 compared to last year 255,132 , a decrease of 6.3%. Monthly GA operations compared to last year were up 6% (27,850 operations vs. 27,418). Monthly cargo volumes were down 4.4% (4,840 tons vs. 5 065).
 
Noise Activity - The March 2006 Monthly Airport Noise Statistics Report includes four separate reports with current month and year-to-date totals. The four reports are as follows:
 
      Noise Complaints - Summarizes noise complaint information for commercial (which       includes cargo carriers), GA, and other operations.
 
      Noise Complaint Plot Map - Identifies the origin of the complaint.
 
      Commercial Late Night Activity - Summarizes activity between 10:00 p. m. to 11 :00 p. m.       and 11 :00 p. m. to 7:00 a. m. by airline.
 
      Noise Violations - Summarizes violations for airline and GA operations.
 
      Provides a complete listing of each violation , includes violator s name, date and time of       violation , aircraft types , aircraft noise level , and the time specific allowable noise level.
 
The Airport' s Noise Office receives and investigates noise calls and complaints from local residents and residents who live outside of Long Beach. In March , the Noise Office received 176 complaints from citizens compared to 239 complaints received in the previous month.
 
Further analysis of the noise complaints revealed the following:
 
      Total number of complainants: 63
 
      45% (79 of 176) of the complaints were related to operations between 10:00 p.m.
      and 7:00 a.m.;
 
      4.5% (8 of 176) of the complainants reside in Seal Beach or Huntington Beach.

Other Airport Activity
 
Terminal Area Improvements Project - EIR Schedule
 
The EIR Responses to Comments was released on April 24 , 2006 and made available for public review at the City of Long Beach Planning and Building Department, public libraries throughout the City and on the City and Airport's websites.
 
The following EIR schedule was established by the City Council on May 2 2006:
 
      May 4, Planning Commission initial review of EIR, meeting to be held at 1 :30 p.m., City Hall       Council Chambers;
 
      May 11 , Planning Commission review continued , meeting to be held at 6:00 p.m., City Hall       Council Chambers;
 
      May 22, final day that an appeal of the findings of the Planning Commission may be       submitted;
 
      June 13 , City Council would hear any appeals to the actions taken by the Planning       Commission;
 
      June 20 , City Council would continue to hear appeals to the Planning Commission action ,       if needed , and consider possible action concerning terminal improvements.
 
Airport Triennial Emergency Exercise
 
On April 25, 2006, the Airport received written correspondence from the Federal Aviation Administration (FAA), advising that the Triennial Emergency Plan Exercise conducted at Long Beach Airport on April 22 , 2006 , had met the requirements of 14 CFR part 139 Section 139.325 (h).
 
The purpose of the full-scale training exercise was for airport and emergency service organizations to provide rescue , fire and emergency medical and related services to victims of a simulated major aircraft disaster. The exercise provided meaningful realistic and safe joint training with the agencies involved , under a unified command structure during a controlled airport emergency. The five components of the exercise included law enforcement, aircraft rescue and firefighting, urban search and rescue public information and family reunification. Approximately 400 safety and airport
personnel and 200 volunteers participated in the exercise.
 
Per FAA guidelines, the next mandated exercise, a tabletop exercise, must be conducted no later April 22 , 2007 and the next triennial full-scale emergency exercise must be conducted no later than April 22 , 2009.
 
Public Affairs Activities
 
Airport Information and Noise Abatement Center - The Center, located at 4135 Donald Douglas Drive , is fully operational. The Center s hours of operation are 8:00 a.m. to 5:30 p.m , Monday through Friday.
 
TIMING CONSIDERATIONS
City Council action is not time critical.
