TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary for the First Amendment to Agreement No. 31706 with the City of Seal Beach, to provide maintenance, repair and collection services for additional parking meters by the City of Long Beach; and
Increase appropriations in the General Fund (GF) in the Public Works Department (PW) by $8,000, offset by reimbursement revenue. (Citywide)
DISCUSSION
In 1999, the City of Seal Beach (Seal Beach) installed 76 parking meters in three parking lots in their downtown business area. At that time, the City Council of Seal Beach requested the City of Long Beach (City) to provide maintenance, repair and collection services for the parking meters. On January 19, 1999, the Long Beach City Council authorized the City Manager to execute an agreement with Seal Beach. After all renewals were exercised, Public Works recommended, and City Council approved, the execution of Agreement No. 31706 on April 20, 2010. The agreement reinforced the continuation of services for Seal Beach without specific term dates, remaining in effect until such time as either Long Beach or Seal Beach wished to terminate the agreement. Since that time, Long Beach has provided parking meter maintenance services for Seal Beach.
Recently, Seal Beach approached the City about expanding its current parking meter collection services to three additional beach lots on Ocean Avenue. Currently, the City provides maintenance, repair and collection for the single space meters in all three lots on Main Street (A, B & C) for an annual amount of $12,000 plus incidentals, and subject to annual consumer price index (CPI) increases. This first amendment would expand services to include three (3) Ocean Avenue beach lots equipped with six Parkeon Strada pay machines. The proposed charge for the additional scope of work is $8,000 for a total of $20,000 annually. This amendment will not change the provision of having no specific term, and will remain in effect until either party wishes to terminate.

TIMING CONSIDERATIONS
City Council action is requested on August 7, 2018, for the timely execution of the amendment to Agreement No. 31706.
FISCAL IMPACT
The City currently receives $12,000 in annual revenue for its services to Seal Beach, excluding fees for as-needed services provided outside the scope of work of the agreement. Under the new amended agreement, the City will receive an additional $8,000 annually for providing collection services for the three Ocean Avenue lots for a revised annual total of $20,000 plus a CPI adjustment updated annually. The CPI increase will commence on October 1, 2019. To fund the additional parking meter services, an appropriation increase of $8,000 is requested in the General Fund (GF) in the Public Works Department (PW), offset by contract revenue. There is no local job impact associated with this recommendation.
