Increase appropriations in the Airport Fund Group in the Airport Department by $1,816,862, offset by grant revenues and Airport funds available.  (Districts 4,5)

 

DISCUSSION

City Council approval is requested to enter into a contract with Jacobs Project Management Co. (Jacobs), to provide engineering construction management services for the Terminal Roadway Improvements Project (Project) at the Long Beach Airport (Airport).

 

The Terminal roadway is the sole access route for incoming and outbound commercial passengers at the Airport.  The improvements will address congestion at the area directly in front of the historic Terminal building, enhance pedestrian safety and vehicle throughput efficiency, and preserve existing capacity at the Airport.  The City has typically contracted for engineering construction management services with firms that have expertise and equipment beyond existing City staff resources.  A Request for Qualifications (RFQ) process was conducted to secure construction management services in accordance with Federal Aviation Administration (FAA) regulations and requirements.

 

The RFQ was advertised in the Long Beach Press-Telegram on October 7, 2022, and 53 potential firms specializing in engineering services were notified of the RFQ opportunity.  Of those firms, 12 downloaded the RFQ via the City’s electronic bid system.  The RFQ documents were made available from the Purchasing Division, located on the sixth floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  An RFQ announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 44 local, minority-owned, and women-owned business groups.  There were three Statements of Qualifications (SOQs) received on November 3, 2022.  Of those three proposers, none were Minority-owned Business Enterprises (MBEs), none were Women-owned Business Enterprises (WBEs), one was a certified Small Business Enterprise (SBE), one was a Disadvataged Business Enterprise (DBE), and one was a Long Beach vendor (Local).  The selection committee determined that Jacobs Project Management Co., of Irvine, CA (not an MBE, WBE, SBE, or Local), was the most qualified firm to provide the services.

 

A three-member Selection Committee (Committee) comprised of representatives from the Airport and of Public Works Departments reviewed and evaluated the SOQs in accordance with the criteria as stipulated in the RFQ.  Based on a review of the SOQs, all three firms were invited to interview and present their general approach to providing construction management services to the Committee.  After a thorough review and extensive evaluation process, Jacobs was unanimously selected to provide engineering construction management services for the project.

 

Jacobs has extensive experience in providing construction management services for airports within the Southern California area.  Their team has a strong familiarity with FAA funding and reporting requirements, City policies and procedures, and technical specifications and demonstrated a solid understanding of the proposed project scope coupled with the complex construction phasing plan that will allow the Airport to provide exceptional project outcomes while minimizing impacts to tenant operations and the traveling public.

 

Local Business Outreach

 

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts.  The Purchasing Division also assists businesses with registering on the Long Beach Buys database to download the RFQ specifications.  Through outreach, five Long Beach vendors were notified to submit SOQs, of which three downloaded and one submitted an SOQ.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Principal Deputy City Attorney Richard F. Anthony and Acting Labor Compliance Officer Tommy Ryan on June 23, 2023, and by Budget Analysis Officer Greg Sorensen on June 29, 2023.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ AP-22-160 and award a contract concurrently is requested on July 18, 2023, to ensure the contract for construction management services is in place expeditiously.

 

FISCAL IMPACT

The total amount of the contract will not exceed $1,816,862, inclusive of a 15 percent contingency for the initial two years.  The contract will be part of the construction phase of the Project, which will cost approximately $16,579,271An appropriation increase in the amount of $1,816,862 is requested in the Airport Fund Group in the Airport Department, offset by grant revenues and Airport funds available.

 

This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 129 full-time employees residing in Long Beach.
