TITLE
Recommendation to authorize City Manager, or designee, to execute all documents necessary to receive and expend $25,000 in grant funding from the Andeavor Foundation to support the Neighborhood Leadership Program Class of 2018; and
Increase appropriations in the Community Development Grants Fund

DISCUSSION
City Council approval is requested to accept a $25,000 grant from the Andeavor Foundation to fund the Neighborhood Leadership Program, which provides training for residents working to improve their neighborhoods. This 2018 class marks the fourth year that the Andeavor Foundation has awarded grant funding to support the program.
The Neighborhood Leadership Program is a nationally recognized, multi-lingual, multi-cultural training designed to improve neighborhoods through capacity building of residents. The program is free to participants and has been offered by the Department of Development Services Housing and Neighborhood Services Bureau since 1992. Over 680 residents have completed this intensive curriculum, which develops leadership and neighborhood organizing skills. The Neighborhood Leadership Program Class of 2018, which begins on March 8, 2018, will work together to learn grant writing skills and implement four community projects in North Long Beach. For most participants, the program marks their first experience with grant proposal writing. Participants learn the value of leveraging resources and developing partnerships to positively impact Long Beach neighborhoods. Participants will attend a two-day human relations weekend retreat to learn effective conflict management skills, build relationships, and share team-building exercises. The program provides translation support to non-English speaking participants.

TIMING CONSIDERATIONS
City Council action is requested on February 13, 2018, to receive the grant funding in support of 2018 program activities.
FISCAL IMPACT
The total program cost is $57,000. An appropriation increase for the grant amount of $25,000 is requested in the Community Development Grants Fund (SR 150) in the Development Services Department (DV), which will be offset by funds received from the Andeavor Foundation grant. The remaining program cost of $32,000 is covered by other grant funding sources including Community Development Block Grant funding. There is no local job impact associated with this recommendation.
