TITLE

Recommendation to adopt Plans and Specifications No. R-7105 for parking guidance and wayfinding systems; award a contract to Crosstown Electrical & Data, Inc., of Irwindale, CA, in the amount of $1,132,910, authorize a 10 percent contingency in the amount of $113,291, for a total contract amount not to exceed $1,246,201; authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments; and

DISCUSSION

City Council approval is requested to enter into a contract with Crosstown Electrical & Data, Inc., for construction and services related to the upgrading of parking guidance and wayfinding systems at four downtown parking structures located at the Aquarium of the Pacific and City Place Lots A, B, and C (Exhibit A).  Vehicle occupancy boards will be installed at each garage entrance providing integrated communication about space availability within the garage. Deployment of a centralized software system that communicates with the parking structure vehicle occupancy boards is included as part of the project.

 

The bid was advertised in the Long Beach Press-Telegram on July 1, 2017, and 10,064 potential bidders specializing in construction services were notified of the bid opportunity.  Of those bidders, 76 downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  Two bids were received on July 28, 2017.  Of those two bidders, one was a Minority-owned Business Enterprise (MBE), one was a certified Small Business Enterprise (SBE), and none were Women-owned Business Enterprises (WBEs) or Long Beach businesses (Local).  Crosstown Electrical & Data, Inc., of Irwindale, CA, was the lowest responsible bidder (SBE but not a MBE, WBE, or Local).

 

Local Business Outreach

 

In an effort to align with our City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 955 Long Beach vendors were notified to submit bids, of which six downloaded, but none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on December 11, 2017 and by Budget Analysis Officer Julissa José-Murray on January 23, 2018.

 

SUSTAINABILITY

 

This project will provide drivers with real-time parking occupancy information.  This enhanced communication will reduce traffic in Downtown Long Beach and in areas that are frequented by visitors.  The information relayed to drivers will help to maximize City-owned parking structure occupancy and help to reduce emissions generated by drivers who might drive aimlessly in search of parking.

 

In conformance with the California Environmental Quality Act, Categorical Exemption No. CE-14-037 was issued for this project (Exhibit B).

 

TIMING CONSIDERATIONS

City Council action to adopt Plans and Specifications No. R-7105 and award a contract concurrently is requested on February 6, 2018, to ensure that the contract is in place expeditiously.

 

FISCAL IMPACT

The total cost of the project is estimated to be $1,581,088, which includes the contract award amount of $1,246,201, including contingency and the cost of design, construction, construction management, labor compliance, and project oversight.  The total project cost is supported by $957,118 in grant funding from the Los Angeles County Metropolitan Transportation Authority in the Capital Projects Fund (CP), $100,000 in Tidelands Operating Capital funds in the Tidelands Fund (TF), $17,080 of Proposition C funds in the Transportation Fund (SR 182), and $506,890 in Traffic Mitigation Program funds in Capital Projects Fund (CP), all are sufficiently appropriated in the Public Works Department (PW).

 

The Department of Public Works will be responsible for operations and maintenance of the Parking Guidance and Wayfinding systems.  Following completion, staff estimates an annual General Fund expenditure of $10,000 for operation and maintenance costs.  Operation and maintenance costs are currently not funded and will be requested as part of the FY 19 budget process.  Approval of this recommendation will provide continued support to our local economy. The number of local jobs created by the project will not be known until the contract is awarded and construction has commenced.
