Recommendation to receive and file the attached Airport activities report.  (District 5)
 
DISCUSSION
Included are the Monthly Airport Activity Reports for July 2007.
 
Airport Passenger, General Aviation (GA) and Cargo Activity - The Monthly Airport Activity Report provides monthly and year-to-date statistics for airline passengers (total and enplaned), aircraft operations by user category, and cargo carrier tonnage. Total passenger counts through July were 1,716,786 compared to last year's 1,637,104 an increase of 4.9%. GA operations, year-to-date, compared to last year are up 16.3%, (225,247 operations vs. 193,684). Cargo volumes, year-to-date, are down 0.7% (29,089 tons vs. 29,308).
 
Noise Activity - The Monthly Airport Noise Statistics Report includes four separate reports with current month and year-to-date totals. The four reports are as follows:
 
·      Noise Complaints - Summarizes noise complaint information for commercial (which includes cargo carriers), GA, and other operations.
·      Noise Complaint Plot Map - Identifies the origin of the complaint.
·      Commercial Late Night Activity - Summarizes activity between 10:00 p.m. to 11 :00 p.m. and 11 :00 p.m. to 7:00 a.m. by airline.
·      Noise Violations - Summarizes violations for airline and GA operations.  Provides a complete listing of each violation, includes violator's name, date and time of violation, aircraft type, aircraft noise level, and the time specific allowable noise level.
 
The Airport's Noise Office receives and investigates noise inquiries and complaints from local residents and residents who live outside of Long Beach. For the month of July the Noise Office received 260 complaints compared to 367 complaints received during the same period in 2006.
 
Further analysis of the July noise complaints revealed the following:
 
·      Total number of complainants: 64
 
·      52% (136 of 260) of the complaints were related to operations between 10:00 p.m. and 7:00 a.m.
 
·      9% (23 of 260) of the complainants reside in Seal Beach or Huntington Beach.

OTHER AIRPORT ACTIVITY
 
§      Southern California Regional Airport Authority Update
 
The next SCRAA meeting will be held on September 12, 1:30 pm at MT A headquarters (subsequent to preparation of this report). The agenda includes a status report regarding the Joint Powers Agreement, and SCRAA staff (LAW A) has promised that Long Beach's correspondence will be discussed. The agenda also has a report from SCAG regarding a stakeholder survey, indicating a significant lack of trust among other airport operating entities, which needs to be addressed through a modification of SCRAA's JPA. Also, the Board will consider hiring a consultant firm to provide staffing, which has been done on an ad hoc basis by Los Angeles World Airports' staff until now.
Interestingly, the agenda has no attachments, even though LAW A staff and some Board members' staff have looked at several JPA options and received significant input from Orange County and Long Beach over the past several months.
 
§      Update on Status of New Commuter Airlines
 
On July 20, 2007, the Airport allocated commuter flight slots to two commuter airlines: ExpressJet and Vision Airlines. ExpressJet received six flight slots, and has posted a bond in the amount of $75,767. Vision Airlines received five flight slots, and has posted a $41,551 bond. Both airlines have indicated that they plan to start service in early November. ExpressJet is expected to begin tenant improvements for their back office and ticket counter spaces in mid-September, and plans to announce their new Long Beach service on September 24th. Vision Airlines has been conducting marketing trips to Merced, Visalia and Mammoth Lakes promoting their new Long Beach service.
 
§      New Airport Community Guide to Noise and Quick Glance Handouts
 
The Airport Noise Office has created two new publications, a Community Guide to Airport Noise and the Noise Quick Guide handout. The two publications provide a simple, easily understood overview of the City's Airport Noise Compatibility Ordinance.
Both publications include a section titled, "Ten Key Components of the Airport Noise Compatibility Ordinance". The Community Guide also includes responses to the most frequently asked questions, a noise monitor location map, a summary of the violation process and a list of contact numbers.
 
Currently, Airport staff is mailing a Community Guide to each new noise complainant, and eventually all individual listed in the complaint database will receive a copy. Copies of the publications are being mailed to the Offices of the Mayor and each Council member, City departments and the libraries. Interested residents may request a copy of the new publications via the Internet, or by calling Airport Public Affairs at (562) 570-2678.
 
TIMING CONSIDERATIONS
City Council action is not time critical.
