TITLE

Recommendation to increase appropriations in the General Fund Group in the City Manager Department by $33,000, offset by Ninth Council District One-time District Priority Funds One-time District Priority Funds transferred from the Citywide Activities Department to support the 2023 Uptown Jazz Festival; and

 

Decrease appropriations in the General Fund Group in the Citywide Activities Department by $33,000 to offset a transfer to the City Manager Department.

 

DISCUSSION

The City Manager's Office of Special Events and Filming will be organizing the Uptown Jazz Festival on behalf of the Ninth Council District on August 19, 2023, at Houghton Park. The Uptown Jazz Festival is currently in its 12th year and remains a well-attended event that thousands of Long Beach families and community members look forward to. This event offers a significant opportunity to conduct outreach to the Uptown community around the issues of health and economic recovery. The Ninth Council District will engage in fund raising efforts to support this event. If funds are raised, an equal amount, up to $33,000, of District Priority funds allocated to this event through this recommendation will be returned to the Ninth Council District One-time District Priority funds.

FISCAL IMPACT

This recommendation requests that the City Manager provide $33,000 in support of the Uptown Jazz Fest.  The total appropriation increase of $33,000 in the General Fund Group in the City Manager Department will be offset by a decrease of appropriation of Ninth Council District One-Time District Priority Funds in the General Fund Group in the Citywide Activities Department. The total cost of the Uptown Jazz Fest is anticipated to be $180,000, funded by fundraising efforts projected to generate $97,000, previously allocated One-Time District Priority Funds at $30,000, and existing structural budget in the City Manager’s Department at $20,000. This recommendation will help cover the remaining funding gap.  If fundraising efforts do not fully materialize and/or additional costs are incurred for the event beyond the projected estimate, any additional funding gap will be covered by future Ninth District One-Time District Priority Funds or Ninth Council District operating savings if available or a one-time reduction of Ninth Council District operating budget. Implementing this recommendation is anticipated to result in a minimal impact to staff hours beyond normal budgeted scope of duties and is expected to have a minimal impact on existing City Priorities.
