TITLE

Recommendation to adopt Plans and Specifications No. R-7031 for the Leeway Sailing Pier and Shed Structural Rebuild; award the contract to John S. Meek Company, Inc., of Gardena, CA, in the amount of $2,099,859, authorize a 20 percent contingency in the amount of $419,972, for a total contract amount not to exceed $2,519,831; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (District 3)

 

DISCUSSION

City Council approval is requested to enter into a contract with John S. Meek Company, Inc., to provide construction services for the Leeway Sailing Pier and Shed Structural Rebuild (Project).

 

The Project is located near the Belmont Shore neighborhood, on the Alamitos Bay side of the Alamitos Bay Peninsula. An engineering assessment of the existing timber pier, floating dock, and building on the pier found advanced deterioration caused by dry rot and heavy use, resulting in safety concerns and required structural improvements. The scope of this Project is to demolish and rebuild the Leeway Pier, Dock, and Shed Structure in the same location, alignment, and generally the same size to meet current code requirements. Additional improvements include providing a new ADA-compliant ramp for better access to the recreational amenity and new electrical distribution for the site.

 

This bid was advertised in the Long Beach Press-Telegram on May 12, 2017, and 4,627 potential bidders specializing in construction services, and construction materials and supplies were notified of the bid opportunity. Of those bidders, 57 downloaded the bid via the City’s electronic bid system. The bid documents were made available by the Purchasing Division, located on the seventh floor of City Hall, and on the Division’s website at www.longbeach.gov.purchasing <http://www.longbeach.gov.purchasing>.  A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority and women-owned business groups.  Two bids were received on June 27, 2017. Of those two bidders, none were Minority-owned Business Enterprises (MBEs), Woman-owned Business Enterprises (WBEs), or Disadvantaged Business Enterprises (DBEs), one was a Small Business Enterprise (SBE), and one was a Long Beach business (Local). John S. Meek Company, Inc., of Gardena, CA (SBE), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications. Through outreach, 432 Long Beach vendors were notified to submit bids, of which eight downloaded and one submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda T. Vu on July 18, 2017 and by Budget Management Officer Rhutu Amin Gharib on August 3, 2017.

 

TIMING CONSIDERATIONS

City Council action to adopt the Plans and Specifications No. R-7031 and award the contract concurrently is requested on August 22, 2017, to move forward with the implementation of this project.

 

FISCAL IMPACT

The total cost of the Project is estimated at $3,854,896, and includes the contract award amount of $2,519,831 and the cost of consulting services, design, plan checking and permit inspections, and related project support.  Of this amount, $2,875,386 is currently budgeted in this project.  The remaining $979,510 will be derived from a transfer of available appropriation from existing Tidelands Capital projects.  This includes $645,448 from projects delivered under budget due to efficiencies in construction, specifically the Claremont/54th Parking Lot and Belmont Pier Repave projects in amounts of $28,355 and $617,093, respectively, and $334,062 from the Belmont Pier Improvements program.  The reallocation of funding is consistent with the reprioritization criteria approved by City Council for Tidelands Capital projects and the Five-Year Capital Plan.  Sufficient funds for the Project are appropriated in the Tidelands Operations Fund (TF 401) in the Public Works Department (PW).  On December 2, 2013, the State Lands Commission approved expenditures for the Project in the amount of $1,300,000, additional expenditure approval in the amount of $2,554,896 was requested on August 3, 2017. 

 

The Parks, Recreation and Marine Department will be responsible for operating and maintaining the Project upon completion.  The annual operating and maintenance costs are currently budgeted in the Tidelands Operations Fund (TF 401) in the Parks, Recreation and Marine Department (PR).  If additional appropriations are necessary, they will be requested as part of the FY 19 budget process by the Parks, Recreation and Marine Department (PR).  Approval of this recommendation will provide continued support to the local economy.  The number of additional full-time equivalent local jobs created by this project will not be known until the contractors complete their hiring and construction has commenced.
