TITLE

DISCUSSION
Since 2002, the Federal Centers for Disease Control and Prevention (CDC) has awarded the County of Los Angeles (County) funding for bioterrorism preparedness and public health infrastructure development to provide for response to a bioterrorist threat or other public health emergency in Long Beach.  On July 22, 2014, the City Council authorized a grant amendment with the County in the amount of $919,328 to further develop our public health preparedness and response for bioterrorism capabilities for the period of July 1, 2014 through June 30, 2015.  In January 2015, the County augmented the grant agreement by an additional $21,263 for public health emergency operations equipment and laboratory information management for a total revised grant amount of $2,838,747.
 
With the recent outbreak of Ebola that primarily affected the West African countries of Sierra Leone, Liberia, and Guinea, the CDC allocated supplemental funds to recipients of the PHEP program, of which Long Beach was awarded $150,358 through Los Angeles County's award, to provide information on Ebola to the public and community partners, develop an Ebola-specific response protocol for the City, purchase protective equipment for Health Department staff, and provide training for response staff and partners for the period of April 1, 2015 through September 30, 2016.
 
This matter was reviewed by Deputy City Attorney Linda Vu on May 13, 2015 and by Budget Management Officer Victoria Bell on May 26, 2015.
 
TIMING CONSIDERATIONS
City Council action is requested on June 9, 2015 order to continue this program without interruption.
 
FISCAL IMPACT
With the increase of $150,358 for Ebola preparedness and response activities for the period of April 1, 2015 through September 30, 2016, the total amount of the amended agreement is now $2,989,105.  Sufficient funds are currently budgeted in the Health Fund (SR 130) in the Department of Health and Human Services (HE).  No match or in-kind service mandate is required, and there is no local job impact associated with this action.
