TITLE

Recommendation to adopt Specifications No. RFQ CM14-122 for Architectural and Engineering Services for the Lifeguard Headquarters Rehabilitation and Junior Lifeguard Facility Rebuild Projects; award a contract for such services to JAG Architects, Inc., of Long Beach, CA, in the amount of $275,177; authorize a 15 percent contingency in the amount of $41,276, for a total amount not to exceed $316,453, for a period of two years, with the option to extend for two additional one-year periods; and authorize City Manager, or designee, to execute all documents necessary to enter into the contracts, including any necessary amendments thereto.  (Districts 2,3)

 

DISCUSSION

City Council approval is requested to enter into a contract with JAG Architects, Inc., for Architectural and Engineering Services for the Lifeguard Headquarters Rehabilitation and Junior Lifeguard Facility Rebuild Projects.

 

The Lifeguard Headquarters facility, which was originally constructed in the 1930's, and the Junior Lifeguard building (Projects) are in need of improvements. The Lifeguard Headquarters facility is located at the west end of the Junipero Avenue parking lot and provides a wide range of functions, including dispatching, emergency response, treating minor injuries, and training. This facility is also the communication center for the Fire Department's Marine Safety Division. The layout and size of this facility is inadequate to provide present-day needs for public safety services along the coast, and the facility is in need of renovation. The Junior Lifeguard building located on the south side of 55th Place was originally designed to house two lifeguards during the summer season. Currently, this small building is used as the Junior Lifeguard training facility each summer and houses up to 10 instructors for training 500 junior lifeguards. This building is in dire need of replacement.

 

Options to rehabilitate the Lifeguard Headquarters facility will be evaluated in order to provide necessary safety services to the public. Options to replace the Junior Lifeguard building with a new facility will also be evaluated. Both efforts will include a comprehensive planning and public outreach process.

 

A Request for Qualifications (RFQ) was advertised in the Press-Telegram on July 29, 2014, and 5,565 potential bidders specializing in professional, architectural, and technical services were notified of the RFQ opportunity. Of those potential bidders, 149 downloaded the RFQ document via the City's electronic bid system. The RFQ document was made available by the Purchasing Division, located on the seventh floor of City Hall, and the Division's website at www.longbeach.gov/purchasing. An RFQ announcement was also included in the Purchasing Division's weekly update of Open Bid Opportunities, which is sent to 22 groups that represent local, minority and womenowned businesses. Five Statements of Qualifications (SOQs) were received on September 3, 2014. Of those five SOQs received, none were Disadvantaged Business Enterprises (DBEs), two were Minority-owned Business Enterprises (MBEs), one was a Women-owned Business Enterprise (WBE), four were certified Small Business Enterprises (SBEs), and one was a Long Beach business (Local).

 

JAG Architects will be providing Conceptual Design services for the Projects. The scope of services include studying and evaluating the existing condition of the facilities including the mechanical, electrical, and plumbing systems; preparing a historical assessment, preservation plan, and seismic evaluation for the historic Lifeguard Headquarters facility; analyzing site opportunities and constraints; evaluating the feasibility of other sites for the proposed facilities; providing conceptual design schemes and cost estimates for each facility; providing CEQA process support; and conducting public outreach activities.

 

A selection panel that included the Assistant City Manager, Director of Development Services, Fire Chief, Marine Safety Chief, Tidelands Development Officer, and the project manager, reviewed the five proposals and selected two firms to move forward in the selection process. JAG Architects, in association with Jeff Katz Architecture, was unanimously selected by the Panel to provide the services.

 

Local Business Outreach

 

In an effort to align with the City's outreach goal, Long Beach businesses are encouraged to submit SOQs for City contracts. The Purchasing Division also assists businesses with registering on the Bids Online database to download RFQ specifications. Through outreach, 579 Long Beach vendors were notified to submit SOQs, of which 12 downloaded and one submitted an SOQ. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Linda Vu on November 10, 2015, and by Budget Operations Administrator Grace Yoon on November 12,2015.

 

SUSTAINABIUTY

 

The scope of professional services agreement includes the implementation of sustainable design measures to LEED Silver equivalent standards.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. RFQ CM14-122 and award a contract concurrently is requested on December 1, 2015, in order to move forward with the Projects.

 

FISCAL IMPACT

The City Council has approved a total of $780,000 to date for providing preliminary design services for both facilities (Projects), and to fund a portion of the construction cost for a new Junior Lifeguard building. As part of the prioritization process for Tidelands projects, the Lifeguard Headquarters Facility Rehabilitation project was identified as requiring an additional $5 million, which will be requested during the future budget cycles. Any work not currently budgeted will not proceed until additional funds are appropriated by the City Council.
