DISCUSSION

City Council approval is requested to amend Contract No. 35925 with Performance Abatement Services, Inc., Contract No. 35928 with Vizion’s West, Inc., and Contract No. 35941 with Watson Painting Corporation, to continue providing lead-based paint removal and mitigation services.  The request to amend and extend the contracts will allow the continuation of lead remediation services and the completion of grant performance requirements. 

 

On March 9, 2021, the City Council awarded contracts to Performance Abatement Services Inc., Vizion’s West, Inc., and Watson Painting Corporation as part of its adoption of RFP HE20-072 for lead-based paint removal and mitigation services for the period of two years, with the option to renew for two additional one-year periods.  These contracts were in support of the Health and Human Services Department's $4.1 million cost-reimbursement grant from the U.S. Department of Housing and Urban Development (HUD).

 

On April 5, 2022, the City Council authorized acceptance of new grant funding from HUD, covering the period of April 15, 2022 to October 15, 2025.  The grant award amount, totaling $4,579,224, includes $1,818,000 specifically for construction services related to lead-based paint abatement and in-home hazard mitigation.  The proposed amendment is necessary to meet the production milestones agreed upon between HUD and the City of Long Beach (City).  To meet these production milestones, a significant amount of lead abatement work is underway, and more work will take place between now and October 15, 2025. 

 

This matter was reviewed by Deputy City Attorney Anita Lakhani and Budget Analysis Officer Greg Sorensen on August 24, 2023, and by Purchasing Agent Michelle Wilson on August 16, 2023.

 

TIMING CONSIDERATIONS

City Council action to amend Contract Nos. 35925, 35928, and 35941 is requested on September 12, 2023, to ensure there is no interruption to services.

 

FISCAL IMPACT

The requested action increases the aggregate contract authority with Performance Abatement Services, Inc., Vizion’s West, Inc., and Watson Painting Corporation by $1,818,000.  The total aggregate contract amount will not exceed $3,792,000.  The contracts are funded with grant revenues from the HUD Lead Hazard Control Program.  HUD grant funding in the amount of $1,818,000 is appropriated in the Health Fund Group in the Health and Human Services Department.  The HUD Lead Hazard Control Program has a match requirement of $440,175, which is appropriated in the Health Fund Group in the Health and Human Services Department.
