DISCUSSION

City Council approval is requested for the City of Long Beach (City) to accept and expend grant funding from the State of California Department of Parks and Recreation, Division of Boating and Waterways (DBW) for the Davies Boat Launching Facility project. On December 7, 2021, City Council adopted a Resolution authorizing the City Manager, or designee, to submit a grant application to the DBW Local Assistance Boat Launching Facility (BLF) grant program.  The City’s grant application requested funding for the Davies Boat Launching Facility project.  On November 17, 2022, the City was awarded grant funding from DBW Harbors and Watercraft Revolving Fund in the amount of $6,000,000.  The grant performance period is from February 1, 2023, through February 1, 2026.  The grant stipulates that monies will be used for project costs related to engineering, permitting, material and construction for the purpose of completing the project. 

 

Davies Boat Launch (Davies) is located on the east side of Long Beach in Alamitos Bay, near the intersection of 2nd Street and Marina Drive. Davies features seven (7) launch lanes, 185 parking stalls, restrooms, and boat washing stations. The Davies facility serves approximately 35,000 trailered vessel launches each year.

 

The project will address significant public access limitations. The Davies’ parking area is in a constant state of disrepair, with deteriorated paving, worn striping, poorly marked drive areas, limited lighting, and a lack of ADA compliant parking spaces. All of these factors contribute to public safety and access issues. The ADA improvements will advance the City’s commitment to provide equal access to all in connection with the Davies facility.

Upgrades to the Davies facility will include phased replacement of the launch ramp; new 800 square foot restroom; new sidewalk; grind and overlay resurfacing of approximately 220,00 square feet of parking lot; new striping plan and signage; fire protection system; potable water system; waste dumpster enclosure; boat wash station; area lighting; sewage station pumpouts and the replacement of the 350 linear foot wood dock, piles, and gangway; and revetment repair. These improvements will create a cleaner, safer and more accessible boat launch area, which will allow for more people to enjoy the water and boating activities.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on March 6, 2023 and by Budget Analysis Officer Greg Sorensen on March 2, 2023.

 

TIMING CONSIDERATIONS

City Council action is requested on March 21, 2023, to expedite the acceptance and expenditure of the grant funds. 

 

FISCAL IMPACT

The Davies Boat Launching Facility project is a phased construction project and will be initially funded with $6,000,000 in grant funds made available through the State of California Department of Parks and Recreation, Division of Boating and Waterways. An appropriation increase in the amount of $6,000,000 is requested in the Capital Projects Fund Group in the Public Works Department, offset with State of California Department of Parks and Recreation, Division of Boating and Waterways grant revenues.  An additional $6,000,000 is requested in the Tidelands Operating Fund Group in the Public Works Department as a technical appropriation to where the project expense will be incurred, offset by a transfer of grant funds from the Capital Projects Fund group. The total project construction costs will be determined further into the construction phase. There is no funding or in-kind services match requirement with this grant. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
