DISCUSSION

The Seal Beach Yacht Club (SLBYC) has been a fundraising partner of The Children’s Clinic, also known as TCC Family Health (TCC) for 35 years. All proceeds from the annual Charity Regatta Swap Meet goes directly to TCC Family Health including all food and beverage sales at the SLBYC facility generated during the event.

 

SLBYC is requesting a fee waiver for 108 parking spaces on which the Charity Regatta Swap Meet event will be held (Attachment A). The City’s Master Fees and Charges Schedule lists a Special Event Parking Fee of $20 per event, per parking space. For set up and removal of all event equipment and materials, SLBYC will be occupying 108 parking spaces from 5:30 a.m. to 2:00 p.m. on Saturday, September 16, 2023. SLBYC is requesting $2,160 in parking space fees be waived for this charity fundraiser event.

 

The fundraising event supports a Long Beach-based health organization. TCC Family Health was founded in 1939 by a group of physicians and community leaders who recognized the importance of access to healthcare for all children, particularly those who are from low-income families and who are at risk for health problems. Since then, TCC has grown from offering weekly well-child care to daily, full service health care with primary care services for children, adolescents and adults. TCC is known as a unique leader in the greater Long Beach community, addressing disparities in health by providing quality care for the underserved of all ages, offering them a true “medical home.”

 

The charitable contribution benefit of this swap meet event outweighs the revenue loss resulting from the waived parking space fees. This event is consistent with the Parks, Recreation and Marine Department’s partnering policy to support organizations that provide a service to the community and its residents.

 

This matter was reviewed by Deputy City Attorney Anita Lakhani on August 14, 2023 and by Budget Development Officer Jennifer Rodriguez on August 16, 2023.

 

LEVINE ACT

This item is subject to the Levine Act. The Mayor, Councilmembers, and Commissioners who have received a contribution of more than $250 within 12 months prior from a party, participant, or their representatives involved in this proceeding may do either of the following: (1) disclose the contribution on the record and recuse themselves from this proceeding; OR (2) return the portion of the contribution that exceeds $250 within 30 days from the time the elected official knew or should have known about the contribution and participate in the proceeding.

All parties, participants, and their representatives must disclose on the record of this proceeding any contribution of more than $250 made to the Mayor or any Councilmembers within 12 months prior to the date of the proceeding. The Mayor, Councilmembers, and Commissioners are prohibited from accepting, soliciting, or directing a contribution of more than $250 from a party, participant, or their representatives during a proceeding and for 12 months following the date a final decision is rendered.

 

TIMING CONSIDERATIONS

City Council action is requested on September 5, 2023, to reserve required parking lot space in Alamitos Bay Marina for the event.

 

FISCAL IMPACT

The value of the fee waiver will not exceed $2,160. Additional revenue specifically related to parking spaces for this event is not anticipated as part of the current budget. Therefore, the fiscal impact associated with the fee waiver is minimal. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City council priorities. There is no local job impact associated with this recommendation.
