Proposed repeal of Preferential Parking District L. (District 6)
Discussion
Preferential Parking District "L" encompasses the 2600 block of Elm Avenue south of 27th Street in the vicinity of Long Beach Memorial Medical Center. The District was established in 1988 to protect five residential properties from overflow parking impacts generated by employees and patrons of Long Beach Memorial Medical Center. During a recent traffic safety investigation of 27th Street conducted by the Traffic Engineering Division, staff observed that the traffic and parking controls on Elm Avenue were in need of replacement. An engineer conducting the review also observed that the vast majority of the properties along this portion of Elm Avenue have been converted from residential to the provision of medical services. Upon further investigation, it was also discovered that no preferential parking permits have been issued for Preferential Parking District "L" within the last three years.
Section 10.32.020.D of the Long Beach Municipal Code states that the City Traffic Engineer can recommend the termination of a preferential parking district to City Council if a substantial number of persons eligible for preferential parking permits within a district fail to apply for and receive permits. The City Council may also terminate a preferential parking district, without petition, based upon, but not limited to, any changes in the criteria upon which the original designation was based. Therefore, due to the change in predominant land use on the block and the lack of permit activity within the District, the City Traffic Engineer is recommending the repeal of Preferential Parking District "L." However, based on the current parking demand in the area, the City Traffic Engineer has also determined that the existing two-hour parking restrictions on the block should be retained. In November 2004, the City Traffic Engineer mailed out notices to all seventeen addresses listed for the 2600 block of Elm Avenue informing the occupants of his intention to recommend the repeal of the preferential parking district to the City Council.
The notice also indicated that the existing two-hour parking restriction would be retained. Two individuals, both representing medical offices, contacted the Traffic Engineering Division to inquire about the proposed change. Both callers had no objection to the repeal of the preferential parking district but they wanted to confirm that the existing two-hour parking restriction would remain. The existing Preferential Parking District "L" is highlighted on the attached vicinity map. This letter was reviewed by Assistant City Attorney Michael J. Mais on December 16, 2004 and Budget Management Officer David Wodynski on December 17,2004.

SUGGESTED ACTION
Authorize City Attorney to prepare an amendment to Section 10.32.110 of the Long Beach Municipal Code, repealing Preferential Parking District "L".
