TITLE

Recommendation to adopt Specifications No. ITB FS22-006 and award a contract to Los Angeles Truck Centers, LLC, of Whittier, CA, for the purchase of a compressed natural gas (CNG) fueled Autocar Xpeditor Line Striper Truck, in a total amount not to exceed $501,020 including taxes and fees; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Los Angeles Truck Centers, LLC, to purchase an Autocar Xpeditor line striper truck for use by the Public Works Department, Public Service Bureau. This proposed striper truck has a 15,500-pound payload capacity and is equipped with a comprehensive body that includes a full street painting system as well as onboard hydraulic and air compressor outfitting. The truck body includes a laser-guided line painting system, a rear operator cab with full controls, and glass bead spray capability. The equipment will be used by the Public Service Bureau to maintain and mark streets, alleys, and public areas of the City of Long Beach with long-duration safety and directional markings. This vehicle is replacing a unit that is 20 years old and was approved for procurement in the Fiscal Year 16 replacement plan.

 

The bid was advertised in the Long Beach Press-Telegram on November 16, 2021, and 35 potential bidders specializing in alternative fuel trucks were notified of the bid opportunity. Of those bidders, 7 downloaded the bid via the City’s electronic bid system. The bid document was made available from the Purchasing Division, located on the 6th floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing <http://www.longbeach.gov/purchasing>. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 39 local, minority-owned, and women-owned business groups. One bid was received on September 28, 2021. The bidder was not a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), certified Small Business Enterprise (SBE), or a Long Beach vendor (Local). Los Angeles Truck Centers (not an MBE, WBE, SBE, or Local), was the lowest responsible bidder.

 

Local Business Outreach

To align with the City’s outreach goal, Long Beach businesses are encouraged to submit bids for City contracts. The Purchasing Division also assists businesses with registering on the PlanetBids database to download bid specifications. Through outreach, one Long Beach vendor was notified to submit a bid, of which one downloaded and none submitted a bid. The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

 

This matter was reviewed by Deputy City Attorney Taylor M. Anderson on February 10, 2022, Purchasing Agent Michelle Wilson on February 8, 2022, and by Revenue Management Officer Geraldine Alejo on February 15, 2022.

 

SUSTAINABILITY

The new paint striper truck is compliant with the State of California and local district air quality regulations and uses clean burning, renewable natural gas fuel to reduce air toxins and pollutant emissions.

 

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB FS22-006 and award a contract concurrently is requested on March 8, 2022, to ensure the contract is in place expeditiously.

 

FISCAL IMPACT

The total contract amount will not exceed $501,020, including taxes and fees. The purchase is budgeted in the Fleet Fund Group in the Financial Management Department, offset by revenue from the General Fund Group in the Public Works Department. Of the total cost, $416,238 was collected from the Public Works Department through regular replacement charges. The balance of $84,782 will be funded within existing resources budgeted in the General Fund in the Public Works Department. Replacement capital charges and annual maintenance costs totaling $101,904 are charged to the General Fund Group in the Public Works Department through the regular Fleet Services Memorandum of Understanding (MOU) monthly billing process starting when the vehicle is delivered. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with City Council priorities. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 27 full-time employees residing in Long Beach.
