Agreement with Information Technology Resources, Inc. for as-needed professional computer services. (Citywide)
Discussion
The Technology Services Department (TSD) is requesting approval to enter an agreement with Information Technology Resources, Inc. (ITR) for as-needed professional computer services for an amount not to exceed $180,000 per year. In accordance with the three-year financial strategic plan, TSD has kept staff resources to a minimum, primarily focusing on providing ongoing operations. The proposed agreement with ITR would be to enable TSD to complete essential one-time projects where the knowledge and skills necessary exceed those held by current City staff.
TSD is undertaking a number of initiatives requiring specific expertise provided by ITR. An example is the complex analysis required to evaluate a potential new Integrated Information System (IIS). The IIS project is envisioned to be a comprehensive and complex upgrade to most of the City's existing core computer systems, including Land Management (permitting), Utility Billing, Billing and Collections, Financial Management, and Human Resources. A project of this magnitude requires experience and expertise in the implementation of an IIS.
In July 2004, a purchase order was issued to ITR in accordance with administrative procedures. As it is anticipated that expenditures would exceed $100,000, a formal contract is required. The City may terminate the agreement at any time by giving two weeks' prior written notice.
This matter was reviewed by Senior Deputy City Attorney Donna F. Gwin on December 21, 2004, and by Budget Management Officer David Wodynski on December 13, 2004.
Timing Considerations
City Council action is requested on January 4, 2005 to ensure timely completion of essential projects.
Fiscal Impact
Annual expenditures for ITR will not exceed $180,000. Sufficient funding has been budgeted in the General Services Fund (IS 385) in the Technology Services Department (TS).
SUGGESTED ACTION
Authorize City Manager to execute an agreement for a term of one year, and to execute amendments for two additional periods of one year each with annual expenditures not to exceed $180,000.
