TITLE

Recommendation to adopt resolution approving an Agreement between the City of Long Beach and the International Association of Machinists and Aerospace Workers (IAMAW) to amend the 2019-2023 IAMAW Memorandum of Understanding -- Appendix C: Hourly Skill Pays (General).  (Citywide)

 

DISCUSSION

The City of Long Beach (City) plans to amend the 2019-2023 IAMAW Memorandum of Understanding --Appendix C: Hourly Skill Pays (General), to include a skill pay for Special Equipment Operator at $2.00 per hour and Special Equipment Coordinator at $3.00 per hour. On April 17, 2023, in accordance with California Government Code Section 3505, the Harbor Department met and conferred with the IAMAW regarding the Harbor Department’s Security Division Boat and Drone Programs, to include Special Equipment Operator and Special Equipment Coordinator compensations. The City intends to amend the MOU language to reflect this change in order for it to be considered as special compensation and reportable to CalPERS.

 

This matter was reviewed by Assistant City Attorney Gary J. Anderson on May 30, 2023 and by Director Wei Chi of the Harbor Department’s Finance Division on May 25, 2023.

 

TIMING CONSIDERATIONS

City Council action to adopt a Resolution approving an Agreement between the City and IAMAW is requested on August 22, 2023 and is effective following adoption by the City Council.

 

FISCAL IMPACT

The cost of the proposed skill pays for the Special Equipment Operator and Special Equipment Coordinator for Fiscal Year 2023 (FY 23) are estimated at $36,000 in the Harbor Fund Group. There is no impact to the General Fund Group. There is sufficient appropriation in the Harbor Fund Group in the Harbor Department to account for these costs in FY 23. The ongoing annual cost is anticipated to be approximately $215,000 in the Harbor Fund Group and is anticipated to also be absorbed in the FY 24 budget and will be structurally added to the FY 25 budget. This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
