DISCUSSION
City Council approval is being requested authorizing the City Manager to execute an agreement with the Conservation Corps of long Beach (CClB). The CClB is the only organization of its kind and provides a unique service as well as serving as a leader in job training and environmental education for young adults through various conservation and improvement projects for public agencies. Typical projects for the City include sidewalk maintenance, movinglrelocation services, playground refurbishment, mini-park development, landscaping, tree planting and litter and graffiti removal.
 
The CClS has completed 22 years working with the City. During that time, 5,000 young people have participated in conservation and improvement projects and over $63.5 million has been put back into the community through these projects, including steam cleaning of 36 million square yards of concrete, stairs and bus shelters; the pouring of 600 square yards of concrete to replace damaged sidewalks; the distribution of 4,500 recycling containers resulting in 21.4 million pounds of recyclables collected; the maintenance of landscaping at Cesar Chavez Park, Tanaka Park, Peace Park and 4th Street Park, and the planting of approximately 60,000 trees and shrubs, to name a few. The students attending John Muir Charter School at CClB have attended 622,240 hours of education. More than two million hours of community service have been performed by Conservation Corps members in the City of long Beach.
 
As a result of the Conservation Corps' efforts in long Beach, local youth have received valuable work experience, and our city is cleaner, more accessible and generally more attractive.
 
The previous agreement was for a period of five years. The proposed agreement will continue the City's working relationship with the CCLB for another year with the option to renew for two one-year periods. Projects will be selected by mutual agreement between the City and the CCLB on the basis of the following factors: environment and natural resource benefits offered, the opportunities for public use, and the value of on-the-job training for CCLB members.
 
Since CCLB's combination of job training and environmental education is unique, no useful purpose would be served by advertising for bids n that CCLB is the only entity that could or would submit a bid for the furnishing of said services.
 
The proposed agreement details the process for submittal, approval and implementation of projects. The City Manager, or designee, and the Executive Director of the CCLB will coordinate all projects. Standard forms are used to ensure that a detailed description and thorough review are secured on all proposal descriptions and approved projects.
 
This matter was reviewed by Deputy City Attorney Amy R. Burton on July 20, 2009 and Budget and Performance Management Bureau Manager David Wodynski on July 30,2009.
 
TIMING CONSIDERATIONS
City Council action to adopt the attached Resolution is requested on August 18, 2009 to ensure that the contract is in place expeditiously to minimize interruption in service.
 
FISCAL IMPACT
The City will reimburse the Conservation Corps of Long Beach for the costs of individual projects upon completion and the costs shall not exceed the project estimates. All projects will be authorized in the appropriate annual department and fund budgets prior to implementation. The annual not to exceed contract amount is $250,000. The City will have the option of adding expenditures up to 10 percent (or $25,000) above the contract amount, if necessary and if funds are available.
