TITLE

Recommendation to authorize City Manager, or designee, to execute a Fourth Amendment to Contract No. 33938 with HDR Engineering, Inc., of Long Beach, CA, for engineering and architectural design services for the Shoemaker Bridge Replacement Project, and increase the contract amount by $524,937, for a revised total contract amount not to exceed $6,976,387.  (Districts 1,2)

 

DISCUSSION

City Council approval is requested to authorize the City Manager, or designee, to amend Contract No. 33938 with HDR Engineering, Inc., for engineering and architectural design services for the Shoemaker Bridge Replacement Project.

 

The existing Shoemaker Bridge was built in 1954 and has structural and operational deficiencies.  The Shoemaker Bridge Replacement Project (Project) replaces the existing bridge to improve safety and operation.  It will also serve as an important connection between Downtown Long Beach and the I-710 freeway, and will realign local street connections in the area to create new functional park space.  The Project is an early action project (EAP) of the I-710 Corridor Project and is compatible with the planned freeway improvements. 

 

Los Angeles County Metropolitan Transportation Authority (Metro) previously approved programming of $11,000,000 of Measure R Early Action Program funds for the design of the Project.  On June 9, 2015, the City Council approved Contract No. 33938 with HDR Engineering, Inc. (HDR), for engineering and architectural design services for the Project for a period of three years, with the option to extend the contract for two additional one-year periods in an amount not to exceed $4,700,000.  On November 20, 2018, the City Council authorized an amendment to increase the contract authority by $1,751,450 for an amount not to exceed $6,451,450.  Additional contract authority in the amount of $524,937 is requested, for a revised total contract amount not to exceed $6,976,387, to cover unforeseen challenges due to to new fuel efficiency regulations relating to the Safer Affordable Fuel-Efficient (SAFE) Vehicles Rule Part One: One National Program, geotechnical drilling, and additional traffic operations analysis that has required additional work beyond HDR’s original scope of work. 

 

The Project is in its California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) document phase.  Additional technical studies, along with further refinement of the Project alternatives for optimal traffic operation, are necessary to complete the final environmental impact report (EIR) and 30 percent design.

 

This matter was reviewed by Deputy City Attorney Erin Weesner-McKinley on January 29, 2020, Purchasing Agent Tara Yeats on January 27, 2020, and by Budget Analysis Officer Julissa José-Murray on January 29, 2020.

                      

TIMING CONSIDERATIONS

City Council action is requested on February 18, 2020, to ensure timely completion of the Final EIR documents and to meet strict allocation deadlines to secure an additional $14 million of Measure R funds needed to complete the Project design. 

 

FISCAL IMPACT

The requested action increases the contract amount by $524,937, for a revised total amount not to exceed $6,976,387, to complete the design and environmental phases of the Project.  Sufficient appropriation to support the increased contract authority is budgeted in the Capital Projects Fund Group in the Public Works Department.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities.  There is no local job impact associated with this recommendation.
