DISCUSSION
The State of California Department of Health Services , Children s Dental Disease
Prevention Program (State CDDPP), has awarded the City of Long Beach $171 000 in
grant funds to continue the Department of Health and Human Services' (DHHS) Children
Dental Disease Prevention Program (Smile Bright) for a three-year period ($57 000
annually). The State has awarded the City a grant for this program since 1981.
 
L.A. Care Health Plan (L.A. Care) has also awarded the City of Long Beach a $63 700
grant to allow the DHHS to continue the expansion of the Smile Bright Program for a oneyear
period. L.A. Care initially funded the DHHS for expansion of this program in 2003-
2004 for $122 000.
 
The DHHS Smile Bright Dental Disease Prevention Program is an oral health education
and intervention program that targets pre-kindergarten through fifth grade students who
attend Long Beach schools with high percentages of low-income children who are eligible
for the free and reduced price meal program. Smile Bright funds health educators who
provide classroom education sessions on flossing, brushing, and prevention of dental
disease and injury; and a dental hygienist who performs screening and dental sealant
applications in the school settings. The State CDDPP grant will fund services for
approximately 5 700 students annually (5 500 students wil receive classroom education,
and approximately 200 will receive screenings and sealant applications). The L.A. Care
grant will fund screenings for an additional 250 students , sealant applications for students
found eligible during screening, and case management to ensure that children identified
during screenings with emergent dental care needs receive follow-up and treatment. L.A.
Care funds wil also be used to conduct a training on oral health screening techniques for
all Long Beach Unified School District school nurses.
 
This matter was reviewed by Senior Deputy City Attorney Donna Gwin on April 20, 2005
and Budget Management Officer David Wodynski on April 11 , 2005.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on May 3, 2005 in order to appropriate
newly received funds and to continue the programs without interruption.
 
 
FISCAL IMPACT
For the State s Children s Dental Disease Prevention Program , the City wil receive an
increase of grant revenues of $57 000 annually for the grant period of July 1 , 2004 through
June 30, 2007. An appropriations increase of $57 000 is included in the recommendation.
Funding of $57 000 has been budgeted in the Health Fund (SR130) in the Department of
Health and Human Services (HE). The second and third year of the grant will be
appropriated through the City s annual budget process. The City will receive grant
revenues for L.A. Health Plan for the Smile Bright Dental Disease Prevention Program in
the amount of $63 700 , which wil offset expenditures of the same amount. An
appropriations increase of this amount is included in the recommendation.
