TITLE

DISCUSSION
City Council approval is requested to enter into a contract with RCA Investments, DBA Long Beach BMW Motorcycles, for the purchase of seven BMW R1200RT-P motorcycles.  The Department of Financial Management, Fleet Services Bureau, replaces motorcycles for the Long Beach Police Department's Motor Patrol Program following the City's established replacement criteria and evaluation of the unit's performance and condition.  The subject units were scheduled for replacement between 2009 and 2011.    
 
City Charter Section 1802 provides an alternative procurement method by permitting the City to purchase or otherwise obtain services, supplies, materials, equipment and labor with other governmental agencies by purchasing under their contracts on a voluntary and selective basis when authorized by a Resolution of the City Council.
 
The Fleet Services Bureau investigated procurement options and learned that the County of Los Angeles had completed a competitive bid process for acquisition of BMW Motorcycles for the Sheriff's Department and has a contract with RCA Investments, DBA Long Beach BMW Motorcycles, that meets the City's needs.  This cooperative purchase agreement will allow the City to obtain competitive bid pricing due to increased buying power.
 
This matter was reviewed by Deputy City Attorney Amy R. Webber on June 17, 2013 and by Budget Management Officer Victoria Bell on June 18, 2013.
 
TIMING CONSIDERATIONS
City Council action is requested on July 9, 2013, to ensure that the contract is in place expeditiously.  It is estimated that the order placement to in-service time period will not exceed 120 days, ensuring that the new motorcycles are built and placed into service in a timely manner, and all motor officers are equipped with standard equipment with essential safety features.
 
FISCAL IMPACT
The cost of this contract, in an amount not to exceed $194,967, inclusive of tax and fees, is budgeted in the Fleet Services Fund (IS 386) in the Department of Financial Management (FM).  These units have been fully funded through monthly vehicle replacement charges to the user department.  Award of this contract will provide continued support to our local economy by assisting in the preservation of five full-time employees residing in Long Beach with employment.
