DISCUSSION

California Code of Regulations, Section 570.5 requires the governing body of local agencies contracting with CalPERS to approve and adopt a publicly available pay schedule in accordance with public meeting laws. To comply with the statutory and regulatory requirements for publicly available pay schedules, the City of Long Beach (City) is required to amend the salary schedule to reflect the current pay rate for each job classification. The updated salary schedule is in accordance with the annual salary increase for elected officials, the City Manager, and City Clerk detailed in Section 203 of the City Charter and Section 15 of the Salary Resolution, respectively. In addition, due to the merger of the Association of Long Beach Employees (ALBE) and International Brotherhood of Electrical Workers (IBEW), classifications that shared the same pay range numbers were moved to a new pay range number. This update resulted in no changes to pay rates. The amended salary schedule is effective as of July 1, 2023.

 

This matter was reviewed by Assistant City Attorney Gary J. Anderson on July 24, 2023 and by Budget Development Officer Jennifer Rodriguez on July 27, 2023.

 

TIMING CONSIDERATIONS

City Council action is requested on August 15, 2023 so that the City Salary Schedule may have an effective date of July 1, 2023.

 

FISCAL IMPACT

There is no financial impact.  This action is for the sole purpose of remaining in compliance with the standard and regulatory requirements for publicly available pay schedules as outlined by CalPERS.  This recommendation has no staffing impact beyond the normal budgeted scope of duties and is consistent with existing City Council priorities. There is no local job impact associated with this recommendation.
